Description
Price Evaluation Sheet Revision One The purpose of Amendment 2 is to: a. DESCRIPTION REQUIREMENT LANGUAGE FOR CLIN 0002 IS REVISED AS FOLLOWS (Changes are bolded): The description of CLIN 0002 has changed from First Article Test (FAT) and Performance Oriented Packaging's (POP Test Quantity), to First Article Quantity. The updated description applies throughout the solicitation. b. Provide Attachment 0006, Price Evaluation Sheet. This listing replaces Attachment 0002. The updated listing (Attachment 0006) provides the following changes: CLIN 0002 - First Article Quantity has increased from 6 to 30 Ammo cans. CLIN 0003 - Reflects POP Testing Requirements for Ordering Periods 1, 2, 3, 4, and 5. The POP Test for period one will be a quantity of 6 from the 30 submitted for FAT. CLIN 0003 POP Testing cost should include cost for transportation to Picatinny Arsenal. Production Cost of the 6 cans should be included in CLIN 0002 for the base year only. Ordering periods 2, 3, 4, and 5 should include the cost for production of 6 cans plus transportation to Picatinny Arsenal. c. Questions & Answers are provided as follows: 1. Question: Drawing 8865541, PA19 Shipping and Storage Container, note 1 states that MIL-B-3060 applies. It appears to us that MIL-B-3060 has been replaced by MIL-DTL-3060 + AM 3. Is this the latest item specification and should it be used instead of MIL-B-3060? Answer: Replace MIL-B-3060 with MIL-DTL-3060 + AM 3. 2. Question: Drawing 7553298, Cover assembly, Zone C-5, depicts six (6) welds for the cover hinge to the cover. Our process applies five (5) welds in this area. Is the drawing just a depiction and not a requirement? Is the over-riding requirement the compliance to the weld testing requirements of MIL-DTL-3060? Answer: 5 welds is sufficient if it meets the welding requirements in MIL-DTL-3060G w/AM 3 Weld Security 3.6. 3. Question: Drawing 8865543, Body, shows a 19/64" dimensional requirement for the weld flange around the bottom of the body circumference. Our process scallop cuts excess material from the body in the area where the box corners are formed. We do maintain the Continuous return Flange but it is narrower in the corners to ensure that, during the folding process, the corners of the Body are fully formed and the resultant Body Assembly meets the inside length and width requirements. Is scalloping permissible? Answer: Scalloping is acceptable as long as the part passes all testing requirements IAW MIL-DTL-3060G w/AM 3 Section 3 Requirements. 4. Question: Drawing 7553301, Bottom, depicts a straight edge along the length and width dimensions. To compensate for the reduced material in the body corners discussed in para 3 above, material is added to the corners of the bottom. Is this added material permissible? Answer: Added material is acceptable as long as the part passes all testing requirements IAW with MIL-DTL-3060G w/AM 3 Section 3 requirements. 4.2 Question: Reference drawings 8865543(body) Note 4. This question is in regard to the body seam offset as required by Note 4. Is it acceptable to not offset the seam as long as the exterior surface is flush after welding? Answer: Yes, offset is not required as long as exterior surface is flushed after welding. 5. Question: Reference drawings 8865541, Shipping and Storage Container: PA19Assembly, Note 5. This question is in regard to the body seam notches as defined by drawing 8865543, Body. This configuration is not allowed by drawing 8865543, Body, but drawing 8865541, PA19 Assembly, Note 5 allows drawing 7553296 to be used, and drawing 7553296 leads to drawing 7553299(Body, M2A1) which does allow notches on both sides. The plans to notch both sides as allowed by drawing 886541, PA19 Assembly, Note 5 and drawing7553299 Alternate Mash Welds Seams view, will this approach be acceptable? Answer: Yes, it is acceptable. 6. Question: Reference solicitation Number W52P1J-17-T-AMCN, CLIN 0002, PA19 Ammo Can - First Article Test (FAT). This question is in regard to the FAT quantity and inspection criteria. Will the FAT be limited to inspection of 6 PA19 Ammo cans to the top level requirements of drawing 8865541, PA19 Assembly or will the FAT be in accordance with Table II of MIL-DTL-3060G w/AM 3? Answer: The FAT quantity has also been increased to 30 Ammo Cans. The FAT will be in accordance with Table II of MIL-DTL-3060G w/AM3. Upon approval of FAT, 6 of the Ammo cans will be sent for POP Testing. d. QUOTE SUBMISSION LANGUAGE IS REVISED AS FOLLOWS (Changes are bolded): 1. QUOTE Prices shall be submitted on Attachment 0006, Price Evaluation Sheet Revision One. Offerors shall input information in all highlighted areas, to include unit prices for all quantity ranges within each Ordering Period (CLIN 0001), the price for the FAT quantity of 30 cans (CLIN 0002), and the price for Pop Testing of 6 cans in ordering period 1, 2, 3, 4, and 5. If an offeror fails to propose prices for all pricing periods, the FAT quantity for ordering period 1, or the Pop Testing quantities (to include shipment to Picatinny Arsenal) for ordering periods 1, 2, 3, 4, and 5, the government may reject that offer as unacceptable. Prices shall be limited to two decimal places. 2. CLAUSE COMPLETION Offerors must also fill-in and return the following clause (at Attachment 0003): Buy American-Balance of Payments Program Certificate (DFARS 252.225-7000). Note: Offerors must enter information within paragraphs (c)(2) and (c)(3) of the Certificate; "not applicable" may be entered if appropriate. e. EVALUATION FOR AWARD LANGUAGE IS REVISED AS FOLLOWS (Changes are bolded): In accordance with FAR 52.212-1(g), the Government intends to award a contract against this solicitation without discussions. In accordance with FAR 12.602, streamlined evaluation procedures will be utilized for this procurement. Award will be made to the offeror who provides the lowest Total Offered Price, who is deemed responsible, and who is complaint with all requirements of this solicitation, to include submission requirements listed under "Quote Submission Requirements" above. Total Offered Price is the sum of the Total Evaluated Price for CLIN 0001 (Production Qty) plus the Price for CLIN 0002 (FAT Quantity), plus the Total Price for CLIN 0003 (pop testing in ordering periods 1, 2, 3, 4, and 5). The Total Evaluated Price for CLIN 0001 is the sum of the Weighted Evaluation Price for each ordering period. The Weighted Evaluation Price is calculated as follows: The proposed unit price for each quantity order range will be multiplied by the weight and the maximum order quantity of the range to determine a weighted price. The weighted evaluated price for each pricing period will be the sum of the weighted prices for all quantity order ranges. The Total Price for CLIN 0003 is the sum of: Ordering Period 1 Pop Testing plus Ordering Period 2 Pop Testing plus Ordering Period 3 POP Testing plus Ordering Period 4 POP Testing plus Ordering Period 5 POP Testing Award will be made on a Firm Fixed Price basis. f. Extend the Quote Submission Date to 08 May 2016, 3:30 p.m. Central
