Description
Notice of Intent to Award Sole Source Notice Number: W81XWH-17-ISS-02 The US Army Medical Research Acquisition Activity (USAMRAA) intends to issue a cost reimbursable contract, W81XWH-17-C-0087, to the National Academy of Sciences for support of the National Academy of Sciences' Forum on Microbial Threats under the authority of FAR 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services will Satisfy agency Requirements, on or about 30 June 2017. The period of performance of the contract will be 60 months. The estimated cost of the modification is approximately $625,000.00. The prospective contractor is currently providing accessing to the National Academy of Sciences' Forum on Microbial Threats. The proposed contract is necessary in order to continue having the Medical Research and Material Command representation on the forum. Specifically, this contract will provide a structured opportunity for discussion and scrutiny of critical scientific and policy issues related to research on and the prevention, detection, surveillance, and responses to emerging and reemerging infectious diseases in humans, plants and animals as well as the microbiome in health and disease. A Request for Information (W81XWH-17-RFI-02) was published 11 April 2017 with a response date of 18 April 2017. The inquires received in response to the announcement were for participation in the Forum rather than for a Forum itself, therefore no other capable sources were identified through the RFI. The anticipated contract will cover the following tasks: 1. promote a regular and ongoing exchange of information and ideas about critical issues among policymakers, public and private sector leaders, individuals, and groups who shape and influence public policy and opinion; 2. clarify policy and research issues and identify options that require additional emphasis and research, and encourage leading scientists, public health professionals, medical care providers, private industry, and others to further explore these areas; 3. inform public and private sector decision- and policymakers about the scientific basis and public health needs and understanding related to infectious diseases in the United States and worldwide; and 4. create priority and collaborative initiatives that require in-depth exploration, review, and/or analysis of existing data and research, particularly in instances where new strategies are necessary to advance progress on the emergence, detection, and response to infectious diseases. The NAICS code for this requirement is 541712 with a size standard of 1,000 employees. This notice of intent is for notification purposes only and is not a request for proposals or quotes; however, all responsible sources may submit technical capabilities, which if received within fifteen (15) calendars days of publication of this notice, shall be considered by USAMRAA. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
