Description
Notice of Intent to Sole Source DEPARTMENT OF VETERANS AFFAIRS Justification and Approval For Other Than Full and Open Competition Contracting Activity: Department of Veterans Affairs, VISN 22, Loma Linda Medical Center Nature and/or Description of the Action Being Processed: This justification is for a request for a sole source purchase order on the open market for custom surgical packs from Geo-Med manufactured by Medline. The request is being made to ensure adequate supply while a formal contract is being created. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Description of Supplies/Services Required to Meet the Agency s Needs: The Loma Linda Healthcare System is requesting custom surgical packs to cover a time period of approximately six months. These surgical packs contain surgical supplies specific to the Healthcare System s requests and will be used for a number of surgeries currently scheduled. Currently, a formal contract for these products is under construction. The Loma Linda Healthcare System estimates that it will require these surgical kits to provide surgeries to veterans on schedule between now and the end of fiscal year 17. According to vendors who can provide these products, during conversation for the formal contract, it was noted that there is typically a lead time of 60 days for any new pack. This lead time allows the vendor to create and ship the packs which are custom made to order to the medical centers specifications. A new vendor would require at a minimum 60 days to create and ship the product. Medline (a large business) has been providing the surgical packs to the hospital for the previous few years. As such, they would not require a 60 day turnaround time for delivery. Thus, this is the only vendor who can provide the surgical packs without having to reschedule the many necessary surgeries. Rescheduling the surgeries would come at a detriment to the veterans in need. However, GeoMed (an SDVOSB) can utilize Medline s distribution network to provide the Healthcare System with packs. Award will be made to GeoMed as preference is being given to SDVOSB. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: Previously, formal RFI was posted to FBO to determine whether or not any other SDVOSB/VOSB would be capable of providing Medline s packs. No response was received outside of Geo-Med. Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable: Anticipated cost is equivalent to cost under the previous contract which was already determined to be fair and reasonable. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: No other market research was conducted for this requirement. The availability of these custom packs is fairly well known. Any Other Facts Supporting the Use of Other than Full and Open Competition: None.
