- Navy ECDIS SW Solicitation N00024-17-R-5216 - Draft RFP Release The 'Offeror Question and Answer Sheet' provides the format in which offerors are able to submit questions regarding the presolicitation notice and draft RFP. Information provided with each question should include the document name, document date, specific page, paragraph, clause or other definitive citation requiring clarification. The Naval Sea System Command (NAVSEA) intends to issue a Full and Open Competitive Solicitation (N00024-17-R-5216) for the development and production of U.S. Navy Electronic Chart Display and Information System (ECDIS) Software (SW). An ECDIS system is fielded on all U.S. Navy ships and submarines, Military Sealift Command vessels, and various expeditionary platforms, training facilities, fleet support activities, and land based test facilities as the primary navigation plotting system. The contract will include the production of the Navy ECDIS SW Production Build, and priced options for Maintenance Builds/Engineering Services, Government Purpose Rights (GPR), and other direct costs (ODCs). Contract award is anticipated in Q3 Fiscal Year (FY) 2018 with two priced options through FY 2024, with a total contract length of six (6) years. A contract will be awarded to the Offeror whose proposal represents the Best Value to the Government (FAR 15.101-1). The Best Value to the Government is that proposal which meets the requirements of this Solicitation and which is determined to be the most advantageous to the Government considering all factors. The deliveries are anticipated to be FOB Destination. All responsible sources may submit a proposal, which shall be considered by the agency. The contractor must possess a facility security clearance issued by the Defense Security Service at the SECRET level at the time of award. Interested offerors may submit written questions and comments (unclassified only) related to this draft Solicitation in accordance with the Offeror Question and Answer Sheet attached to this presolicitation notice. Information provided with each question should include the document name, document date, specific page, paragraph, clause or other definitive citation requiring clarification. No information contained in the answers to a bidder's question shall supersede any information contained in the forthcoming Solicitation (including amendments). The deadline for receipt of questions is ten (10) days after the presolicitation notice issue date. Any questions received after this date may not be answered prior to issuance of the solicitation. Questions will be answered on a case-by-case basis. Offerors may submit written questions requesting clarification of Solicitation requirements once the Request for Proposals is issued. Specific instructions regarding submittal of questions and posting of answers shall be contained within the Solicitation. IMPORTANT INFORMATION FOR PROSPECTIVE OFFERORS: Registration in the System for Award Management (SAM) will be a prerequisite for receiving an award.
