DEPARTMENT OF VETERANS AFFAIRS OFFICE OF ACQUISITION OPERATIONS STRATEGIC ACQUISITION CENTER- FREDERICK SPECIAL NOTICE TO SEEK FEEDBACK ON EVALUATION FACTOR -CORPORATE COMMITMENT TO VETERANS- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY (as defined in FAR 15.201(e)), this is not a solicitation. Solicitations are not available at this time. Requests for a solicitation will not receive a response. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received, provide feedback to respondents with respect to any information submitted, or respond to any questions or comments that may be submitted in response to this RFI. This notice does not constitute a commitment by the United States Government and does not obligate the Government to award a contract or otherwise pay for the information provided in response. Responders are solely responsible for all expenses associated with responding to this RFI. Depending upon the responses received, VA may request additional information, may conduct future question and answer sessions, or may conduct meetings or an industry day. Any responses will be treated as information only. No responses will be used as a proposal. This Special Notice is issued for the purpose of: Information. BACKGROUND AND PURPOSE The Strategic Acquisition Center-Frederick (SAC-F) is looking to utilize an evaluation factor in upcoming solicitations that provides evaluation credit to firms that demonstrate a Corporate Commitment to Veterans. This factor aligns with the spirit of S.369- BRAVE Act (and goes even further). In short, VA should seek to conduct business with firms with corporate cultures that align directly with VA s mission. Doing so allows VA s dollars to impact the lives of Veterans directly through contracted support services and indirectly through continued Corporate support to our Veterans. SAC-F is currently gathering input from internal stakeholders, acquisition industry leaders, the vendor community, and other stakeholders prior to inclusion of the factor in appropriate solicitations on a trial basis. While this factor would not be the most heavily weighted factor, it could prove to be a worthy discriminator between two firms with otherwise equal merit. The purpose of this Special Notice is to gather feedback from industry to identify industry impression, opportunities, risks, and further enhance the factor to ensure best possible outcomes for our Nation s Veterans. INFORMATION REQUESTED Please review the evaluation factor in Attachment A: Corporate Commitment to Veterans and provide industry perspective feedback on Attachment B: CCV Questionnaire Specifically, provide details of: A. General Impression, B. Potential risks, and C. Any potential enhancements or opportunities that could: Ease any burden on industry, Ease evaluation by the Government, and most importantly Enrich the lives of Veterans. SUBMISSION FORMAT Responses to this RFI shall be submitted to Allen Smith via email Allen.Smith3@va.gov on or before May 12, 2017, with an attached completed copy of Attachment B: CCV Questionnaire. In the email Subject Line, include Corporate Commitment to Veterans | Feedback.
