- 20 April 2017: UH-1N Replacement Bidder's Library Package The purpose of this notice is to establish the UH-1N Replacement Bidder's Library Package (SECURE). This package will be updated as additional Bidder's Library documents are identified. 19 April 2017: UH-1N Replacement Program Draft Request for Proposal (DRFP) #2 The purpose of this notice is to provide industry with the UH-1N Replacement Program DRAFT Request for Proposal (DRFP) #2 and to solicit industry comments and feedback on the DRAFT RFP #2 in its entirety (Model Contract & Section J Attachments). The UH-1N Replacement Program Office requests industry comments on the DRFP #2 be submitted in the attached DRFP #2 Comment Matrix (CM). Any comments or questions not submitted in the attached matrix may not be considered in the Final RFP. Please email your completed DRFP #2 CM to the AFLCMC/WIH UH-1N Replacement Contracts Mailbox at AFLCMC.WIH.UH-1NReplacement@us.af.mil by 1700 hours Eastern Standard Time (EST) on 19 May 2017. Due to the revisions in the UH-1N Replacement Program's acquisition strategy, the UH-1N Replacement Program Office will not formally answer all previous RFI's submitted by Industry. Many questions are no longer relevant under the new acquisition strategy, and as such, would cause more confusion rather than aid the RFP process. Furthermore, revisions and clarifications have been made to the updated RFP documents based on questions and comments received. On 12 December, the Government will present a Program Office and lead Major Command (AFGSC) briefing and conduct an open question and answer forum with all Industry Day participants, as well as an airworthiness class presented by the Government. UH-1N Replacement is a non-developmental program to acquire up to 84 new helicopters of the same configuration. The USAF intends to acquire an off-the-shelf (OTS), in-production helicopter and enter the acquisition life cycle at Milestone C. The USAF anticipates a contract award in early FY18 and first deliveries starting no later than 12 months after contract award. To assist in this effort, the Air Force Life Cycle Management Center (AFLCMC), ISR & SOF Directorate, Combat Rescue Helicopter Division (AFLCMC/WIH), Wright-Patterson AFB, OH is issuing this Request for Information (RFI). The goal of the RFI is to obtain market insight into program-related questions in order to refine the acquisition strategy and support an eventual Request for Proposal (RFP) release. Respondents are requested to review the questions posed in the RFI and provide detailed responses for their assumed solution to replace the UH-1N aircraft. The RFI responses will help the USAF clarify key questions regarding industry capability to meet the program's requirements, assess acquisition strategy assumptions, reduce program risk, and foster a competitive environment. Information received as a result of this request will be considered sensitive and will be protected. Any company proprietary information contained in the response should be clearly marked as such, by paragraph, such that 'publicly-releasable' and 'proprietary' information are clearly distinguished. Any proprietary information received in response to this request will be properly protected from any unauthorized disclosure. The Government will not use proprietary information submitted from any one responder to establish the capability and requirements for any future systems acquisition, so as to not inadvertently restrict competition. If visitor information is not provided by 16 September, the individual may not be granted access to the base and therefore will be unable to attend. Please direct any questions regarding the UH-1N Replacement Program Industry Day and One-on-One sessions to Robert Allen. Due to time constraints, this event at WPAFB is open to US Citizens ONLY. If your team has Foreign Nationals, your team can arrange to meet off-base with the Government at an alternate facility to have a one-on-one session. Companies will be responsible for arranging the location with the expectation that any additional one-on-one sessions will occur on 27-28 September 2016. This announcement is an expression of interest only and does not obligate the Government in any way. This is not a Request for Proposal. The Government does not intend to award a contract on the basis of this announcement. Submitting capabilities and concepts in response to this announcement is voluntary, and participants shall not be compensated. Additional information may be posted to this FBO announcement. 31 August 2016: The purpose of this notice is to establish a new FedBizOpps Solicitation Number: "FA8629-16-R-2507" for the UH-1N Huey Replacement Program. The Government anticipates posting a Request for Information (RFI) and Draft System Requirements Documents (SRDs) on 09 Sep 2016. Also the Government plans to announce in the near future upcoming Industry Day Events for the UH-1N Huey Replacement Program. Date: 27-28 September 2016
