- Notice of Intent Franklin Covey Notice of Intent Franklin Covey PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Department of the Navy (DoN) intends to negotiate a one-time sole source contract with Franklin Covey Client Sales, Inc., 2200 Parkway Blvd, Salt Lake City UT 844119-2099. The Government intends to negotiate with only one source under the authority of FAR 6.302-2. This notice will be distributed through the Federal Business Opportunities (FBO) Website (www.fbo.gov). Interested parties are responsible for monitoring FBO website to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334614; the size standard is 1,250 employees. The Department of the Navy (DoN) intends to award a non-competitive, sole source contract to Franklin Covey Client Sales, Inc., 2200 Parkway Blvd, Salt Lake City UT 844119-2099 for the All Access Pass Personal Effectiveness Pass (7 Habits Training) that meets DON's requirement. Based on market research conducted and contacts made with knowledgeable individuals within the government it has been determined DON's requirement can only be provided by Franklin Covey Client Sales Inc. are the sole manufacturing authority and hold all data, machinery and processes for the All Access Pass Personal Effectiveness Pass (7 Habits Training). This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement to this office by 5:00 pm, EST, April 21, 2017 by email to the attention of Nancy Purvis, Contract Specialist, at nancy.purvis.civ@mail.mil. Facsimile offers will not be accepted. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government.
