- Sources Sought Synopsis The VISN 2 Center of Excellence for Suicide Prevention at the Canandaigua VA Medical Center is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for obtaining services for the modification and use of an existing validated web-based Cognitive-Behavioral Therapy for Insomnia. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541720. There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) organization name, address, email address, website address, telephone number, and size and type of ownership for the organization; and 2) tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition, and multiple awards may be made. If you have any questions concerning this opportunity please contact: Wilmen Joa Contract Specialist Wilmen.Joa@va.gov * All interested parties must registered and obtained DUNS number from www.sam.gov. * The government requires the following services: Title of Project: Veteran-centric Web-based CBT-I Introduction 1.1 Brief Description of Services: The VISN 2 Center of Excellence for Suicide Prevention at the Canandaigua VA Medical Center has a requirement for obtaining services for the modification and use of an existing validated web-based Cognitive-Behavioral Therapy for Insomnia. Background Information The VISN 2 Center of Excellence for Suicide Prevention at the Canandaigua VA Medical Center ( CoE ) was developed by the Department of Veterans Affairs, and organized as a policy and prevention research center embracing the overarching goal of reducing morbidity and mortality associated with suicide in the Veteran. To this end, the Center s mission is to develop and study Veteran-focused, evidenced-based, public health approaches to suicide prevention. Clinicians and researchers have largely relied on pharmacologic interventions to treat insomnia and pain; however, the safety of these interventions has been questioned especially given that both prescription hypnotics, pain relievers, and their combinations have been shown to increase risk of suicide and unintentional overdose. Veterans frequently experience chronic pain, insomnia, and psychiatric disorders; all of which increase suicide risk. Insomnia often co-occurs with chronic pain and psychiatric disorders and further enhances risk of suicide. Cognitive-behavioral therapy for insomnia (CBT-I) and for chronic pain (CBT-CP), are evidence-based treatments that are associated with fewer adverse events (e.g. overdose, fatal and non-fatal suicide attempts) compared to prescription medications for pain and insomnia. The purpose of the study in which this contract shall support is to develop a Veteran-centric web-based version of CBT-I to be used in combination with CBT-CP. There is an existing web-based CBT-I platform with an evidence base that the CoE is seeking to use. The base period of this contract shall begin May 01, 2017 through April 30, 2018. This solicitation includes the provision of one (1) option years beyond the base period to expand the project beginning on May 01, 2018 that may be exercised at the discretion of the Government. Performance Objectives and Standards PWS 3.1 Compliance with VHA Handbook 6500.6 Contract Security prior to initiating contract project and throughout the duration of the contract including any option years that might be exercised. 3.1.1 Work with the Canandaigua VAMC s Information Security Officer (ISO) and Privacy Officer (PO) to ensure initial compliance 3.1.2 Work with the Canandaigua VAMC s ISO and PO to ensure compliance is maintained throughout the contract/ option years PWS 3.2 Contractor shall provide the CoE Project Manager dedicated access to a standard version of their web-based Cognitive-Behavioral Therapy for Insomnia (CBT-I) for collecting Veteran input on how to make the standard version Veteran-centric 3.2-1 Contractor shall host the standard version on their web server 3.2-2 Contractor shall provide technical support for the standard version PWS 3.3 Contractor shall develop a web-based, Veteran-centric version of their standard web-based CBT-I approved by the CoE Project Manager 3.3-1 Contractor shall consult on Veteran-centric content and element changes requested by the to the CoE Project Manager (PM) 3.3-2 Contractor shall provide quality assurance testing related to the web-based Veteran-centric intervention content development and optimization PWS 3.4 Contractor shall develop a registration process that automatically assigns a unique numeric user ID. This process shall not require Veterans real names, addresses, phone numbers or e-mail addresses. PWS 3.5 The contractor shall configure a custom field in their dataset to allow the CoE PM to input a unique study ID in order to link data. PWS 3.6 Contractor shall provide CoE Project Manager with an e-mail notification when a Veteran registers in the CBT-I developed in 3.3. above containing the Veteran s unique numeric user id PWS 3.7 Contractor shall record all data that is entered by the Veteran study participants using the CBT-I developed in 3.3 above by their assigned unique numeric user id PWS 3.8 Contractor shall provide data exports within seven days of receiving an e-mail request from the CoE PM Applicable Documents Handbook 6500.6 Contract Security NARA Records Management Language For Contracts The following standard Items relate to records generated in executing this contract: 1. Citations to pertinent laws, codes and regulations such as 44 U.S.C Chapter 21, 29, 31 and 33; Freedom of Information Act (5 U.S.C. 552); Privacy Act (5 U.S.C. 552a); 36 CFR Part 1222 and Part 1228. 2. Contractor shall treat all deliverables under the contract as the property of the U.S. Government for which the Government Agency shall have unlimited rights to use, dispose of, or disclose such data contained therein as it determines to be in the public interest. 3. Contractor shall not create or maintain any records that are not specifically tied to or authorized by the contract using Government IT equipment and/or Government records. 4. Contractor shall not retain, use, sell, or disseminate copies of any deliverable that contains information covered by the Privacy Act of 1974 or that which is generally protected by the Freedom of Information Act. 5. Contractor shall not create or maintain any records containing any Government Agency records that are not specifically tied to or authorized by the contract. 6. The Government Agency owns the rights to all data/records produced as part of this contract. 7. The Government Agency owns the rights to all electronic information (electronic data, electronic information systems, electronic databases, etc.) and all supporting documentation created as part of this contract. Contractor must deliver sufficient technical documentation with all data deliverables to permit the agency to use the data. 8. Contractor agrees to comply with Federal and Agency records management policies, including those policies associated with the safeguarding of records covered by the Privacy Act of 1974. These policies include the preservation of all records created or received regardless of format [paper, electronic, etc.] or mode of transmission [e-mail, fax, etc.] or state of completion [draft, final, etc.]. 9. No disposition of documents will be allowed without the prior written consent of the Contracting Officer. The Agency and its contractors are responsible for preventing the alienation or unauthorized destruction of records, including all forms of mutilation. Willful and unlawful destruction, damage or alienation of Federal records is subject to the fines and penalties imposed by 18 U.S.C. 2701. Records may not be removed from the legal custody of the Agency or destroyed without regard to the provisions of the agency records schedules. 10. Contractor is required to obtain the Contracting Officer's approval prior to engaging in any contractual relationship (sub-contractor) in support of this contract requiring the disclosure of information, documentary material and/or records generated under or relating to this contract. The Contractor (and any sub-contractor) is required to abide by Government and Agency guidance for protecting sensitive and proprietary information. 5.
