- This is an intent to Sole Source announcement. The Department of the Navy, Space and Naval Warfare Systems Center, Pacific intends to award a firm fixed price purchase order to Thermoanalytics, Inc., 23440 Airpark Blvd, Calumet, MI 49913-3923. The vendor will provide basic research to perform engineering services to support modeling of the infrared threat sensor detection ranges for the OE-538 submarine mast by developing three thermal /IR Multi Service Electro-optic Signature (Muses) model that are variants of the OE -538 submarine mast. The model will be compatible with the True View scene simulation tool. This notice of intent is not a request for competitive proposals.. Contract to be awarded IAW Simplified Acquisition FAR Part 13. No hard copy RFQ will be prepared or made available for distribution. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. Authority for other than full and open competition is 10 U.S.C. 2304 (c)(1) and FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Questions regarding this sole source contract may be directed to cedric.cunningham@navy.mil. This is not a request for proposals, but any firm believing it has the capability to perform these services will be considered by the Navy. Capability statements may be submitted to cedric.cunningham@navy.mil. Interested parties may identify their interest and capabilities in response to this synopsis, and must clearly show the firms ability to be responsive without compromising the quality, accuracy, and reliability of services provided. The applicable North American Industry Classification System (NAICS) code is 541712; the size standard is 1000 employees.
