Description
This is not a Solicitation of Request for Proposal (RFP), Sources Sought In accordance with Federal Acquisition Regulation 19.202-2(a), the Defense Commissary Agency (DeCA) is conducting market research to locate small business concerns. The NAICS code for this acquisition is 311611 - Fresh and Frozen Beef and Fresh and Frozen Pork Products, which sets the small business threshold at $38.5 million dollars. The Defense Commissary Agency (DeCA) Pacific is seeking qualified contractors for the acquisition and delivery fresh and frozen Beef and pork products to the various DeCA commissary in the Far East Region, including Guam. The contractor shall satisfy patron demands, ensure savings, increase sales, and maximize patron satisfaction at the following commissary locations in the Pacific: Japan: Atsugi, Camp Kure, Camp Zama, Hario, Iwakuni, Misawa, Sagamihara, Sasebo, Yokosuka, Yokota; South Korea: Camp Carroll, Camp Casey, Camp Humphreys, Camp Red Cloud, Camp Stanley, Chinhae NAS, Kunsan, Osan, Daegu, Yongsan; Okinawa: Camp Courtney, Camp Foster, Camp Kinser, Kadena; Guam: Andersen, Orote. The contract will be written and administered as a Requirements Type Contract with a monthly base price adjustment based on the official price index. Award will be based on "all or individual countries" (Japan, Korea and Guam" proposals.). This method of contracting requires the Government to describe the requirements the Contractor must meet in terms of outcome or results. All slaughtering/processing plants must be listed in the Sanitary Approved Food Establishment Listing for Armed Forces Procurement at https://phc.amedd.army.mil/topics/phcrspecific/pacific/Pages/default.aspx to be eligible for contract award. The contractor shall provide all necessary customer support, order processing, distribution means and personnel necessary for the successful performance under the resulting contract. The contractor shall also be responsible for providing all necessary licenses, permits, supervision, facilities, equipment, order processing, distribution services and inventory management. The contractor shall provide at least one (1) dedicated customer service person committed to resolving all questions or concerns. The Contractor shall maintain a quality assurance program that is in accordance with the highest industry standards. Included in the contractor's quality assurance program must be safeguard measures to help assure the integrity and product security of the food supply from possible terrorism or product alterations. The period of performances are projected to consist of a base period of 24 months and three option periods of 12 months each. The successful offeror shall be registered in the System for Award Management (SAM) located at https://acquisition.gov, before time of award. Electronic Document Access (EDA) is a requirement for any offeror that receives a contract award resulting from a solicitation. EDA registration and participation in Electronic Funds Transfer (EFT) are mandatory for award eligibility. The EDA database can be accessed at http://eda.ogden.disa.mil.
