- Description
- The United States Government, represented by the United States Agency for International Development (USAID) in Afghanistan, intends to request for proposals from organizations interested in implementing a five-year Afghanistan Monitoring, Evaluation, and Learning Activity (AMELA) program. The USAID intends to make a single award using a Cost-Plus-Fixed-Fee completion type contract estimated whose estimated cost is in the range $50 - $60 million. There are four component areas under AMELA: 1) evaluation technical support services, including performance and impact evaluations, assessments, analyses, surveys, and special studies; 2) monitoring technical support services, including third party monitoring and verification and data quality validation; 3) learning and adaptive management services, including analyses to support learning processes, organizational and logistical support for learning and dissemination events, knowledge products, and M&E training and technical guidance materials; and 4) program support services, including cross-cutting performance management advisory assistance and analytical work, such as data quality assessments, indicator development, and mapping, to support mission Program Cycle processes. AMELA will use both tested and innovative approaches to ensure the provision of cost-effective, high-quality, objective, and reliable performance management information that enables USAID/Afghanistan to integrate evidence and best practices into its programming and effectively manage for results. Afghanistan recognizes that high quality performance monitoring and evaluation, supported by strong and systematic learning processes, are important to achieve intended development impacts. The AMELA will serve as USAID/Afghanistan's central performance management support mechanism to provide high quality monitoring, evaluation, and learning services across the Mission portfolio.
