Description
This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government at this time. This notice is intended strictly for market research. The purpose of this Sources Sought notice is to determine interest and capability of potential qualifications of Small Businesses, Service Disabled Veteran-Owned firms relative to the North American Industry Classification Code (NAICS) 339112.The Department of Veteran s Affairs is seeking small business manufacturer or distributors of small business manufacturers, of functionally equivalent equipment to all the following: Portable Vital Sign Monitors: Item#9695 with 8010-V100 Generic ATO model Vital Sign Root Monitors with docking station & Non-invasive Blood pressure and temperature with protection NIBP Systolic Pressure: The pressure that occurs during the maximum contraction of the heart. This should be measured in mmHg at a minimum. NIBP Diastolic Pressure: The pressure that occurs during the relaxation of the ventricles. This should be measured in mmHg at a minimum. Pulse Rate: This should be measured in beats per minute at a minimum. SpO2: Oxygen Saturation of the blood. This should be measured as a percentage at a minimum. Temperature: Temperature of the patient. This should be able to be measured in Fahrenheit and Celsius at a minimum. Mean Arterial Pressure (MAP): The average arterial pressure during a single cardiac cycle. This should be measured in mmHg at a minimum. Alarms: The Portable Vital Signs Monitor should generate alarm sounds for the following situations. All limits for these situations should be able to be user-set unless specified.: Systolic High Systolic Low Diastolic High Diastolic Low Pulse Rate High Pulse Rate Low SpO2 High SpO2 Low Low Battery Does not need to be user-set, however, should alarm when Battery is below 45 minutes remaining, 5 minutes remaining, and 0 minutes remaining System Failure Does not need to be user-set. Along with an alarm, an error code corresponding to the type of system failure should be displayed (see II.c Maintenance). Automated Measurements: All measurements should be automated through the Portable Vital Signs Monitor once the set- up has been completed (for example, placing the blood pressure cuff correctly on the patient, placing the Pulse Oximeter correctly on the patient, placing the thermometer in the patients mouth correctly etc). The results should be displayed on the monitor after the data has been collected. Battery Capacity: The Portable Vital Signs Monitor should have a minimum capacity of 4 hours without needing to be charged. Additionally, the unit must be able to function off of battery power only, and while plugged in, both when being charged and at maximum charge. AC Power Requirements: The Portable Vital Signs Monitor should be able to run off of a standard U.S. AC outlet, 120 Volts Data Storage: The Portable Vital Signs Monitor should be able to store one (1) days worth of data on the unit without any external storage Ease of Use Requirements Transportable: The Portable Vital Signs Monitor must be on a wheeled stand/pole that is able to be moved with little force and is stable to prohibit accidental knocking over. This pole MUST be included in the pricing. Customizable Programs: The Portable Vital Signs Monitor should allow for an automatic cycle to collect data at a time interval selected by the user. Power Source Notification: The Portable Vital Signs Monitor should have an obvious, continuous, nonintrusive notification when the unit is plugged in, when the unit is charging, and when the unit is running off of battery power Maintenance Requirements All connected devices should have the ability to be disconnected for easy replacement (ex: Reusable BP Cuff, SpO2 sensor, etc) Any unique necessary items required for PM or general maintenance should be provided with the initial delivery of the units Service Manuals: A minimum of (4) service manuals should be delivered per the Deliverables/Delivery Schedule, section III. These manuals should contain troubleshooting, preventive maintenance, cleaning, testing, calibration procedures, a list of all error codes, etc. THIS IS NOT A SOLICITATION AND DOES NOT OBLIGATE THE GOVERNMENT TO ISSUE A SOLICITATION. Please be advised that the Government will not pay for any information submitted under this announcement.
