- Sources Sought Notice The Department of Veterans Affairs is issuing this sources sought for an Online Collaboration System Software requirement. The VA asks that all interested parties who are certified Veteran Owned Businesses (VOSB) under NAICS code 541512, provide contact information and an estimated project magnitude to the Contract Specialist, Aaron Waltersdorff, at aaron.waltersdorff@va.gov. This information must be provided by 4:00 pm Central Standard Time on April 24, 2017. A Firm Fixed Price Order is contemplated with an estimated period of performance of 12 months to begin in early July with two additional twelve month option periods. We anticipate awarding the task order to only one responsive, responsible contractor. This market research shall help to determine whether or not this requirement may be issued as a VOSB set-aside. Non-VOSB are encouraged to provide their information as well for market research purposes. Please see below for additional background and scope of this requirement. Online Collaborative Communication System 1. SCOPE OF WORK 1.1. Purpose: Intent is to develop a contract for securing services for an online collaborative communication system. The goal of the system will be to provide the capabilities to host virtual conferences and training seminars without geographical constraints. 1.2. Scope: The Contractor shall provide all labor, supervision, materials, equipment, and travel necessary to provide access to an online virtual communication system. Scope of services include: System capable of supporting 5,000 concurrent users SaaS solution platform System capable of supporting Kirkpatrick four levels of assessments customizable for providing with real-time feedback. Customer service support Technical support Application sharing based on an industry standard such as WebRTC Audio and video capabilities based on an industry recognized standard such as WebRTC System capable of supplying minimum of three (3) virtual break-out rooms System capable of live closed captioning System navigation is simple and intuitive for participants Participants will have the capability to modify their profiles including adding a picture System provides for multiple hierarchical roles such as moderator, presenter, and participant. 2. PERFORMANCE DETAILS 2.1. Performance Period: The period of performance of this effort shall be to provide service for four virtual conferences per year beginning on or about July 3, 2017 with the period of performance ending on or about July 2, 2018. 2.2. Place of Performance: Tasks under this PWS shall be performed at Contractor facilities. Performance may be authorized by the Contracting Officer s Representative (COR) at a Government location only as directed in writing by the Government provided there is no change in cost to the government. Primarily, the Contractor shall develop material and deliverables at their own facilities. In these instances, the Contractor shall provide for remote collaboration with Government participants in a method proposed by the vendor and agreed to by the government. Work hours shall conform to the Eastern Standard Time (EST), to include adjustments for daylight savings time. Performance of any work at a government site shall not take place on Federal holidays or weekends unless authorized and/or directed by the Contracting Officer (CO). The Contractor shall refer to Title 5 of the United States Code, Section 6103 (5 USC 6103) as specified on the Office of Personnel Management (OPM) website: http://www.opm.gov for applicable holidays. 2.3. Hours of Operation: Any scheduled work at the Government site and/or when Government personnel are required for performance participation shall take place within normal VAAA business hours of operation. For the purpose of onsite support, VAAA Business hours of operation are Monday through Friday, between the hours of 6:00 AM to 6:00 PM EST, excluding Federal Holidays. In instances where VAAA operational status is interrupted (e.g. inclement weather, emergencies, etc.), the Contractor shall provide alternate work sites if services can be performed off-site and without Government personnel interaction. 2.4. Travel: The Contractor shall conduct potential travel requirements required on a case-by-case basis. As a result, the Contractor shall not include costs for travel in their base hourly rates. Any travel shall be in accordance with the Federal Travel Regulations (FTR) and requires advanced approval by the COR at least 5 business days in advance; however, Contractor travel within the National Capitol Region, to include the VAAA, and local commuting area will not be reimbursed. Local commuting area is defined as a 50 mile radius from VAAA. 3. SPECIFIC TASKS 3.1. Project Management 3.1.1.
