Description
The Office of Acquisition and Agreement Management (OAAM), of the National Institute of Standards and Technology (NIST), on behalf of the Engineering Laboratory (EL), intends to negotiate on a sole-source basis with GTE Industrieelektronik GmbH, under the authority of 41 US 3304(a)(1), for a measurement system for the assessment of power and force limited collaborative robots. The Robotic Systems for Smart Manufacturing Program is providing guidance to US Manufactures who are trying to implement ISO 10218 parts 1 & 2 - Industrial Robot Safety Standards - as well as supplemental ISO TS 15066 - Collaborative Robots. These standards have been adopted verbatim by the US RIA robot safety standards committee. During the development of TS 15066, a study funded by the German delegation to ISO 299 WG3 has led to the establishment and publication of biomechanical limits of force and pressure that can be exerted on a human by a robot during the power and force limiting (PFL) mode of collaborative robot operation, where robot forces are limited to avoid injury and pain to the collaborating human during physical contact. Risk reduction is achieved, either through inherently save robot designs or through a safety-related control system, by keeping hazards associated with the robot system below defined threshold limits values. The study has also led to the design of a German test apparatus utilizing sensing systems with proprietary biomechanical properties of human body regions designed into the device through an assortment of springs and foam padding. The test system described above is becoming the de facto industry standard as it originated from within the standards effort and is readily accepted by the ISO community as well as RIA. Because of the concealed biomechanical properties, there exists no specification for replication of such a test device. PFL enabled robot systems are steadily emerging and trying to be safely adopted into industrial applications and manufacturers are looking to NIST for guidance in using this under-documented test system. With that said, NIST requires a measurement system developed by GTE Industrieelektronik GmbH (KDMG-Kolrobot/KMG 500) so that NIST may document concepts of PFL biomechanical properties and limits, metrics and test methods, and best practices for evaluating PFL enabled robot systems in an effort to support U.S. manufacturers efforts to implement collaborative robots into their operations. It has been determined that GTE Industrieelektronik GmbH is the only source for the required device. GTE Industrieelektronik GmbH does not have any authorized distributors or resellers capable of providing the measurement system. The North American Classification System (NAICS) code for this acquisition is 334513 - Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables. The small business size standard is 750 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by 5:00 p.m. Eastern Time on May 1, 2017 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via email to Adam Powell at adam.powell@nist.gov. All responses to this notice of intent must be submitted so that they are received at adam.powell@nist.gov no later than the aforementioned due date.
