- Background: Freezers - Biomedical research often requires collection of samples and sample storage at very low temperatures (-80 centigrade). These samples are precious in that they are resource-intensive to generate and often are irreplaceable. Their storage thus requires properly functioning freezers and plans for backup equipment should a freezer fail. Periodic maintenance is one effective way to ensure that freezers remain in good working order. Contracts with outside agencies to provide backup freezers provide a means to ensure that alternative storage is available should a freezer go down. This request is for maintenance agreements for the -80 C freezers used by investigators and staff of the National Center for the Medical Consequences of Spinal Cord Injury. These freezers are used to store research samples collected during the course of multiple on-going research projects. Incubators - The request is for periodic inspections, adjustments and calibration of cell culture incubators. These devices are used in research to enable VA investigators to culture cells at precise temperatures and carbon dioxide levels. The instrumentation required to maintain constant temperature and carbon dioxide levels requires periodic adjustment and calibration to assure that the actual values match those reported by sensors within the chambers of the incubators. By assuring that the incubators are properly calibrated by qualified personnel VA can be certain that data generated using cell cultures meets current standards for scientific rigor and reproducibility. In addition, by ensuring that proper adjustments are made, VA can eliminate any requirement to repeat experiments because of technical issues that might invalidate results. Objectives: An annual service contract is required to keep these freezers and incubators running and repaired quickly when necessary. Peters VA Medical Center 130 W. Kingsbridge Rd. Rooms 1F-11 & 3F-05 Research Building Bronx, NY 10468 Scope of Work or Tasks:. Provide annual periodic maintenance/inspections; Provide repairs as needed to include doors, hinges, compressors, temperature sensors, temperature controllers, alarms, and any other repairs that might be needed; To provide a backup freezer within 24 hours in the event that a freezer is unable to maintain the set temperature. The first periodic maintenance visit will occur within one month of the start date of the contract. Service calls for repairs will be scheduled within 1 business day after the issue is identified. A backup freezer will be provided within 24 hours after determining that a freezer cannot be repaired in a timely manner. The contractor may transport a freezer to a nearby service center when this will accomplish the most expeditious completion of repairs. Government-Furnished Property, Material, Equipment, or Information (GFP, GFM, GFE, or GFI): No Government-Furnished Property will be provided to the contractor. Security Considerations: Field service technicians will be escorted by staff of the National Center for the Medical Consequences of Spinal Cord Injury or the Research Service. Travel: Service technicians are required to travel to equipment locations. Special Material Requirements: Replacement parts, coolants used to charge the refrigeration systems, and any tools or instruments required for repairs will be supplied by the contractor. Any Other Requirements unique to the solicitation: The contractor shall demonstrate a track-record of high-quality work in this field.
