- solicitation for Digitization of Microfilm for the Library of Congress Synopsis - LCFDL17RFP003 - DLCV Title: Digitization of Microfilm for the Library of Congress The Library of Congress FEDLINK program is issuing a request for proposal to procure digitization services on behalf of the Library of Congress Library Services. The Library of Congress is the nation's oldest federal cultural institution and serves as the research arm of Congress. It is also the largest library in the world, with over 158 million books, recordings, photographs, maps, films and video, sheet music, sound recordings, and manuscripts in its collections. Preserving its resources and making them available and useful to the Congress and the American people is a key part of the Library's mission, and an aggressive digitization program supports that aim. FEDLINK services are used by federal libraries and information centers worldwide. The Library has selected 35mm master microfilm reels from various collections for digitization. These reels contain microfilm images of music, manuscripts, other archival documents, and a variety of other special collection items. The Library estimates between 500 and 1,300 frames per reel; each frame will result in a single image. The Contractor shall perform the digital conversion of the microfilm to TIFF image files with staff experienced in handling and scanning library collection master microfilm. Derivative images (JPEG2000 and GIF thumbnail) and Optical Character Recognition (OCR) services that produce text data from scanned images are also required. Images and associated metadata shall be delivered according to the BagIt specification. Digitization requirements are driven by the most current version of the information capture specifications, quality guidelines, and content categories and digitization objectives recommended by the Still Image Group of the Federal Agencies Digital Guidelines Initiative ("FADGI"). Digital conversion will take place on site at the Library of Congress. The anticipated performance period is for a base period of four (4) months with one eight (8)-month option period to be exercised at the discretion of the Government. All prospective offerors must be registered in the System for Award Management (SAM) in order to be eligible for award. Interested parties are responsible for monitoring the FedBizOpps website to ensure that they have the most up-to-date information about this acquisition. No hard copies of the RFP will be made available. All proposals shall be submitted in accordance with the instruction provided in Section L of the RFP.
