Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Environmental Protection Agency (EPA), Office of Air and Radiation (OAR), Office of Transportation and Air Quality (OTAQ), National Vehicle and Fuel Emissions Laboratory (NVFEL), in Ann Arbor, Michigan, requires a contractor to provide an objective source of automotive market expertise, who shall have a long established and successful record of forecasting future manufacturer vehicle sales and vehicle segment sales to rely on as a source of data. The EPA requires forecasts of vehicle sales based on fuel prices from Energy Information Administrations Annual Energy Outlook, and also requires proper segmentation of the vehicle fleet. The EPA understands that forecasting companies already have a defined set of vehicles segments, but the EPA will define a minimum set of segments that a forecasting company must use for the requested forecast. The contractor shall also supply their standard segmentation. Information shall be submitted FOB Destination in accordance with the specifications and procedures outlined in the attached Statement of Work. This acquisition will be subject to full and open competition and will be processed in accordance with FAR Parts 12 and 13. The North American Industry Classification System (NAICS) code is 519190, All Other Information Services with a small business size standard of $27.5 million. The contractor shall create vehicle segments based on three criteria: size, body type, and status. Size shall consist of six descriptors: micro, mini, compact, small, midsize and large. Body shall consist of six descriptors: car, sporty, SUV, van, MPV, and pickup truck. Status shall consist of three descriptors: non-premium, premium, and super premium. Both size and body are traditional categories that should not require additional explanation although status does need to be defined. Status is defined by manufacturer where: premium manufacturers are Acura, Alfa Romeo, Audi, BMW, Cadillac, Fisker, Infiniti, Jaguar, Land Rover, Lexus, Lincoln, Mercedes-Benz, Porsche, Saab, Tesla, and Volvo; super premium manufacturers are Lotus, Maserati, Aston Martin, Bentley, Lamborghini, and Rolls Royce. Non-premium are all other makes in the industry. These descriptors define the 108 segments based on the combination of size, body type, and status. The contractors segmentation must be approved by the EPA before any work may begin. Further details and information can be found in the attached Statement of Work and Sample Forecast spreadsheet. The solicitation number is RFQ-OH-17-00122 and is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95, effective 19 January 2017. Award will be made on "Lowest Priced, Technically Acceptable" basis. Quotations shall be submitted no later than Tuesday, May 9, 2017 at 3:00 pm (EDT) via FedConnect.net.
