- SYNOPSIS FOR RMW EIELSON & MCCHORD SUPPLEMENTAL REQUIREMENTS SPE600-17-R-0717 This synopsis is for two requirements under the Rocky Mountain/West Coast/Offshore (RMW) purchase programs. One requirement is a sole-source requirement for delivery by pipeline of 23,000,000 USG of JA1 with additives for Eielson AFB, Alaska from October 1, 2017 through September 30, 2018 with a 30 day carry-over delivery period. The second is a supplemental requirement of 7,000,000 USG of JAA with additives (4,200,000 USG small business set-aside) for McChord AFB, Washington from July 1, 2017 through September 30, 2017 with a 30 day carry-over delivery period via delivery by pipeline or truck (limited to 10% of the total volume). Requirement for Eielson AFB, AK: Turbine Fuel, Aviation, JA1, NSN: 9130-00-753-5026 - 23,000,000 USG SDA: Yes CI: Yes FSII: Yes FOB: Destination Mode(s): Pipeline Requirement for McChord AFB, WA: Turbine Fuel, Aviation, JAA, NSN: 9130-00-359-2026 - 7,000,000 USG (4,200,000 USG Small Business set-aside) SDA: Yes CI: Yes FSII: Yes FOB/Mode(s): FOB Destination for Pipeline. FOB Origin/Destination for Truck. Truck is limited to 10% of total volume. The products being solicited must conform to the following specifications: JAA: ASTM D-1655 JA1: ASTM D-1655 DLA Energy WILL NOT be using the Bulk Offer Entry Tool (OET) for this procurement. Offerors will be responsible for filling-in and completing the Bulk Fuels Offer Submission Package (OSP) in its entirety as indicated by the Contracting Officer in the instructions included with the solicitation as well as any other necessary documentation indicated/identified within the solicitation. Additionally, DLA Energy WILL NOT be using the Bulk Fuels Bid Evaluation Model (BEM) for evaluation of offers submitted for this requirement. At this time, DLA Energy anticipates the usage of the Reverse Auction process with this procurement. However, it is advised that all offerors submit their best pricing throughout the procurement process in case this requirement changes, as the Government also reserves the right to award without negotiations. Additionally, the Bulk OET will also be able to act as the mechanism for completing the reverse auction process when required for Bulk Fuels procurement. This procurement will contain a partial small business set aside; the specific amount by product will be stated within the solicitation. A posting notice will be sent to the firms currently on the solicitation mailing list on the date the solicitation is issued and posted on the FedBizOpps webpage.
