- The Air Force Life Cycle Management Center (AFLCMC), Fighter/Bomber Directorate, F-16 Program Contracting Office (WWMK) at Hill AFB, UT is releasing this Pre-Solicitation Notice for the Programmable Display Generator Upgrade (PDGU). WWMK plans to release a Request for Proposal (RFP) for the PDGU not earlier than 28 Oct 15. A single, definite delivery contract will be awarded using Best Value, Trade-Off Source Selection procedures. The Source Selection will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 15.3, Source Selection, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), the Air Force Federal Acquisition Regulation Supplement (AFFARS), DoD Source Selection Procedures 4 Mar 11, and Air Force Mandatory Procedures 5315.3, 4 May 11. The scope of the PDGU effort is to design, develop, test and manufacture a Programmable Display Generator, and re-host an existing Operational Flight Program (OFP), and support the re-host of a future OFP on-site at Hill AFB for F-16 Blocks 40/42/50/52's, C&D Model aircraft with a separate option for the Block 30/32 aircraft. This contract will cover development, qualification, integration support, production, and support equipment acquisition. This pre-solicitation notice is not to be construed as a formal solciitation (Invitation for Bid (IFB) or RFP). The Government does not intend to award a contract on the basis of this notice. This notice is for information and planning purposes only. The Government will not provide reimbursement of costs associated with any documentation or communication submitted in response to this notice. Any submitted documentation, upon delivery, becomes the property of the U.S. Government and will not b e returned. Questions or comments concerning this notice should be addressed to the Contracting Officer. Proposals will be due no sooner than 45 calendar days from the date of RFP release. Exchanges during the source selection process may include clarifications, communications, and discussions as necessary. A sources sought notice with questions and answers was previously posted for this requirement under reference number PDG-SSS-82214.
