Description
The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Animal Plan Health Inspection Service's (APHIS) is seeking small businesses who have the technical capability to provide maintenance and repair of Government Furnished Equipment (GFE) that is used for emergency outbreaks. The USDA office is the nation's repository of critical veterinary supplies, equipment, and service resources. It exists because of the nation's concern after 9/11 that terrorists could release animal diseases of catastrophic proportions that would deplete, State and local inventories; generate surge requirements that would overwhelm commercial sources; and prevent unaffected States from providing significant help for fear of the threat of crossing borders. The NVS' ability to deploy within 24 hours large amounts of critical veterinary resources ensures States have what they need to respond to catastrophes and other outbreaks. The location deploys products like animal vaccine, antiviral, or therapeutic products to appropriately respond to damaging animal diseases affecting human health and the economy that are likely to be unavailable in sufficient quantities for large outbreaks. States, industry (as part of the incident command system), and NVS commercial partners will use the products, and related equipment, to respond to large-scale outbreaks. The NVS utilizes its commercial partners to store its inventory in multiple locations and in sufficient volume to ensure its ability to respond to multiple, large-scale, simultaneous animal disease outbreaks. The NVS is seeking small businesses who can provide quarterly preventative/repair and corrective maintenance for the equipment listed: Quantity Nomenclature 4 Each Craftsman 53' wedge trailers 2 Each Morand Bison Handling systems (hydraulic) 4 Each Enclosed Cargo Trailer 16 Each Trailer mounted mobile refrigeration units 7 Each Mobile corral units 29 Each Head Gate Squeeze Chutes 7 Each Cattle Panel and Gate Units 17 Each Swine Panel Trailer 32 Each Portable Generators Small Business Vendors must provide support in meeting the following technical qualifications: 1. Capable of providing Quarterly maintenance services for GFE. 2. Capable of analyzing operational problems and taking corrective actions to determine and resolve technical repair and maintenance of the GFE. 3. Capable for providing emergency/on call name and telephone numbers for after hour emergency repairs. Contractor must be able to provide emergency services within 2 hours of a notification that a repair is required. Emergency repairs may be requested during 24 hours a day and 7 days a week. 4. Provide list of Company certifications or Licenses, if applicable. 5. Use bio-based products to the extent possible that will meet the Agency or relevant industry performance standards. 6. Commercial employee security background check (preferred but not necessary). Small Businesses are encouraged to respond to this notice with the following information: 1. Company Name and Point of Contact (name, telephone number and email). Provide copy of company technical literature. 2. Small Business status (SDB, WO, 8(a), etc.). 3. Existing contract vehicles (i.e., GSA FSS, etc.). 4. Provide summary or documentation to support company meets all technical qualifications listed above. 5. Provide contact information for at least 3 references for similar work performed. Sources who respond to this notice are responsible for appropriately marking information if it is proprietary in nature. This is not a Request for Proposal (RFP); therefore, no proposals will be accepted and no contracts will result from any submission. The government will not award a contract based on the information received; nor will we reimburse participants for information provided. No telephone communication will be accepted and sources who respond to this notice will not be entitled to the results.
