Description
Sources Sought Notice ASSAULT BREACHER VEHICLE (ABV) Under the authority of FAR 6.302-1, the Government plans to award a Firm Fixed Price (FFP) Requirements Contract for a Quantity (QTY) of 42 ABV Hull Integration Kits (HIK). The HIK is a Total InteGrated Engine Revitalization (TIGER) Engine unique item, developed to provide valuable engine data to system maintainers. The HIK links the TIGER engine to the vehicle's diagnostic system. The HIK is a TIGER Engine unique item, developed for a very specific and proprietary function controlled by the manufacturers of the ABRAMS chassis (General Dynamics Land Systems (GDLS)), Vehicle Diagnostic System (DRS Test & Energy Management (DRS-TEM)) and the Engine Memory Unit (EMU) (Honeywell). At this time, GDLS and DRS-TEM are the only companies with the technical knowledge and capability to provide the Government with the HIK, because they are the sole developers of the vehicle and its embedded diagnostics system, respectively. Thus, the expertise and coordination necessary to develop a Hull Integration Kit that communicates between the vehicle and its embedded diagnostics, rests solely with these two companies. No commercial equivalent exists in the marketplace. Any future alternate sources of supply must be explicitly developed by the Government through the use of a purchased or reverse engineered TDP and tested to ensure it performs the same function.
