- Description
- The Government is executing a sources sought (market research only) for the purposes of identifying qualified SDVOSB or VOSB concerns that may have an interest in executing a construction requirement, less than $25,000.00, at Fort Smith National Cemetery, 522 Garland Avenue, Fort Smith, AK. The contractor shall furnish all labor, material, supplies, equipment, tools, transportation, and supervision to remove and replace portions of concrete sidewalk, install trench drain, excavate, install, and backfill a drain line at Fort Smith National Cemetery. An itemized work effort is as follows but may not be limited to the following (not necessarily in the order indicated): Contractor shall demolish and remove the areas of the concrete walkways at adjacent to the public restroom alcove as identified on the contract drawings. Concrete shall be removed to the nearest expansion/control joints as designated on the contract drawings. Saw cut all existing control joints as necessary to remove the concrete. Contractor has the option to break out concrete around existing expansion joints to preserve the existing dowel installation. Remove the existing gravel base and other materials under the removed concrete down to undisturbed native soil (subgrade). The trench drain requires additional excavation; reference contract drawings for trench drain details. Clean and prepare the excavation area, and compact the subgrade to 95% prior to the installation of the new base and drain building pipe. Core drill a hole in the concrete knee wall at the location of the new trench drain 6-inch inlet. Core drill hole in the curb at the future location of the drain outlet (approximately 63.5 feet from the trench drain inlet). Install new 4-inch drain pipe with elbows and fittings from the building drain as shown on the drawing. Install solid, smooth wall Schedule 40 PVC pipe from the building to the new trench drain knock-out. Slope drain pipe to drain to trench drain; connect pipe to side knock-out of trench drain. Install drain pipe prior to aggregate base. Install a short angled diverter to the other building drain to direct water to the new trench drain. The Contractor shall be responsible for locating the utilities. Locations shown on the drawings are only approximations. Hand dig in areas with expected utilities as show on the concrete drawings. The Contractor shall be responsible for adjusting the location of existing utilities; however it is anticipated that the new drain pipe will be above at least the sanitary sewer and electrical lines. Adjustments are anticipated for the two irrigation line crossings. Excavate from the trench drain inlet to the new curb outlet, sod cutting the existing turfgrass, removing excess soil, and salvaging the turfgrass for later re-installation. Cut the edge lines of the trench with a sharp edging tool and use a flat shovel to get under the turf; remove it in manageable sections (approx. 24 inches long). Keep the removed turf moist during construction. Grade the trench to provide a constant slope from the trench drain inlet to the curb outlet. Install new solid, smooth wall, Schedule 40 PVC pipe from the trench drain inlet to the curb outlet. Sleeve the pipe through the knee wall and connect to the 6-inch end cap connector. Sleeve the other end through the curb, cut the pipe flush with the curb and seal around the edge with epoxy. Backfill the trench with excavated material in 4-inch lifts, compacting each lift. Once compacted backfill reaches original grade when the turf was cut, re-install the salvaged turfgrass sod, adding extra topsoil and seed to the trench edges. Coordinate the type of seed with the COR. If new turfgrass is needed, coordinate the type with the COR, as well. Backfill the walkway excavation with 4 inches of crushed aggregate base material compacted to 95% per ASTM 1557 prior to installing the new reinforced concrete walkway and new trench drain system in accordance with the contract drawings and specifications. Install crushed aggregate base material for the concrete under the trench drain in the same manner as the sidewalk. Install the concrete reinforcement and new trench drain system in full accordance with the manufacturer s requirements and recommendations. The trench drain is to be installed with a 0.5% slope away from the building. The top elevation of the trench drain shall be flush with the new sidewalk. Install a blank end plate on the end adjacent to the building. Install a 6-inch outlet connector on the end adjacent to the knee wall. The grate of the trench drain shall be stainless steel, ADA compliant, safe for high heels, and slip resistant. Install the new concrete walkway in accordance with the contract drawings and specifications. The new walkway shall slope away from the building and towards the trench drain. The slope in the alcove shall be field adjusted to allow proper drainage out of the alcove while working around the existing elevations of the two entrance doors on either side. The door swing of the maintenance shop swings into the alcove and shall not be impeded by the new walkway. There shall not be any lip created at any door; the transition shall be smooth at the doors. Place 3500 psi, reinforced concrete (4 minimum thickness) with expansion joints, control joints, and a finished surface that matches the existing patterns and textures of the existing concrete slab and walkways in accordance with the contract specifications and drawings. After new concrete has cured a minimum of 7 days, apply joint sealer on all new expansion joints and control joints. Joint sealant color shall match concrete color. The overall period of performance will be 90 calendar days from issuance of a Notice to Proceed. The Government considers this an expedite award. Interested firms are required to submit Capability Statements/Resumes that support related, comparable experience with this type of work endeavor based on the following: 1 - Any firm shall support how they, as the primary offeror, have executed similar concrete repair related requirements over the last three years. 2 - The proposed Contractor Supervisor has a documented minimum of three years of experience as a direct supervisor of commercial renovation projects (as defined by industry standards). In addition to the above, any SDVOSB or VOSB will be required to be currently registered in Vet-Biz. Small business firms are likewise encouraged to submit capability statements in the event the Government does not receive an adequate response from qualified SDVOSB or VOSB concerns. Any respective SDVOSB, VOSB, or SB firm that is qualified and interested shall forward contact information so as to be forwarded a copy of the issued Request for Quote. Proposals will not be accepted until and if an actual Request for Quote is issued. Phone calls will not be accepted.
