- N00164-17-R-JM05 - SUBMARINE VALVE REGULATED LEAD ACID (SVRLA) BATTERIES FSC 6140 - NAICS 335911 Anticipated Solicitation Issue Date: 30 JUN 2017 - Anticipated Solicitation Closing Date: 14 AUG 2017 - 2:00 PM EASTERN Naval Surface Warfare Center (NSWC) Crane has a requirement for Submarine Valve Regulated Lead Acid (SVRLA) battery cells, packaging, storage, trays, tray lid covers, and boosting. The battery cells under this procurement will be related to Los Angeles (LA), Ohio (OH), Virginia (VA), Sea Wolf (SW), and MTS class submarines. This acquisition is under the North American Industry Classification System (NAICS) code 335911, Storage Battery Manufacturing. The procurement will be solicited on a full and open competition basis in accordance with (IAW) FAR 6.1. The Government anticipates awarding one (1) or up to three (3) firm fixed price, five (5) year Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts. Procedures under FAR Part 15 will be utilized, as a result of the solicitation that will follow this announcement. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. The Government reserves the right to award one (1) or up to three (3) contracts from the competitive solicitation. If an award is made to offeror(s) with first articles waived the contract minimum award amount will be $500,000. If an award is made to offeror(s) without first articles waived the contract minimum award amount will be the price of the first articles. In addition, a minimum of 160 cells will be procured annually thereafter from all awardee(s) with waived first articles for the duration of the contract. Please note first article testing is estimated to take a minimum of 18-28 months, therefore, the annually procured minimum will begin only after first articles have been approved in writing by the Government. Delivery terms are 180 days after contract award. Delivery will be FOB Origin with inspection and acceptance at Origin. To be eligible for award, contractors must be properly registered in the System for Award Management (SAM). Information on SAM registration and annual confirmation requirements are available by calling 866-606-8220, or via the Internet at https://sam.gov. A solicitation and applicable attachments will be made available on the FedBizOpps website. No hard copies of the solicitation will be mailed. All changes that occur prior to the closing date will be posted to the FedBizOpps website. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and / or award.
