- Description: The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Announcement for Nantasket Beach Coastal Storm Reduction Project, Nantasket Beach Reservation, Hull, MA. This announcement is to determine interest, availability and capability of 8(a), HUBZone, Service-Disabled Veteran-Owned, Women-Owned and Small Business concerns as described below. The NAICS code for the work described below is 237990. The project solicitation is planned to be issued in of the spring of 2017. Construction will begin in the fall of 2017 and is expected to be completed during the spring of 2018. The estimated construction cost is between $5,000,000 and $10,000,000. The Nantasket Beach construction project is to install a stone revetment along a 2,200 linear feet section of existing 6,000 linear foot seawall at Nantasket Beach in Hull, Massachusetts. The seawall was constructed in 1915 and has experienced failure due to undermining at the northern and southern bookend sections. Those sections have since been repaired and their footings fortified with stone revetments, leaving just the middle section (project area) unprotected. This project seeks to fortify the middle section in order to create a single and complete revetment along the entire Nantasket Beach Seawall. The project will consist of placing 2- to 3-ton stones and associated cobble and gravel filter layers along the toe of the existing seawall and to a depth 9 feet below the toe. The work will also include the modification of up to 8 beach access points. Staging areas will be located on the Nantasket Beach Reservation, which is owned by the Department of Recreation (project sponsor). Under this contract the successful offeror will be required to complete all work associated with installing the new stone revetment along 2,200 linear feet of the existing seawall at Nantasket Beach Reservation in Hull, Massachusetts. The offeror will be evaluated on past experience with similar seawall revetments. Additionally, the Government anticipates including a Definitive Responsibility Criterion similar to the below in the resulting solicitation. The Government welcomes industry comments on whether the below criterion is appropriate and achievable. Interested firms should demonstrate (1) project completed within the last six (6) years that involved construction of a revetment with a minimum of 2 ton stone on an intertidal beach where work had to be coordinated around high tide cycles. Firms may use subcontractor experience to demonstrate experience with the Definitive Responsibility Criteria, but the role and work performed by each team member (prime and subcontractors) on projects demonstrating that team member's experience with the Definitive Responsibility Criteria shall be the same as the role for that team member under this procurement." Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, etc.) as well as qualifications and specific examples of past experience in performing the work requirements stated above. The project examples must have been performed within the last seven years. The offeror must show project examples of all of the experience/expertise listed above. However, the experience does not have to be demonstrated on one single project. Please include a Point of Contact and phone number for each project example who may be contacted for further information on contractor's effort and performance. Please indicate the team of subcontractors that will be used to support the offeror's effort and include their prior experience and qualifications. Proof of bonding capability is required. Responses are due May 5, 2017. Responses are limited to twenty pages. Firms interested shall provide the above documentation in one original form and one copy. The Government will not pay for any material provided in response to this market survey nor return the data provided. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
