This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. Microscope Prism VA258-17-N-0293 GENERAL INFORMATION: These microscope accessories will be used to accurately view and study cells and tissue samples used in various research studies. Responses by email: Theresa.hamilton@va.gov Responses must be received by 1:00 pm Eastern Time on Monday, April 24, 2017 DESCRIPTION/SPECIFICATIONS: Microscope Objectives will provide varying magnification in order to accurately visualize specific cellular and subcellular structures in research samples. Objectives are designed to work with either an air or an oil medium between the front lens of the objective and the specimen. Air objectives are designed to work with no medium between the lens and specimen and offer good resolution without the need for an oil interface. Nomarski prisms are used in conjunction with air objectives. These prisms are optical beam splitters (and beam combiners) that are used to enhance the contrast in unstained, transparent samples. Oil immersion objective are used to enhance resolution. A significant gain in resolution can be obtained when immersion oil is substituted for air as the imaging medium. The 20x and 40x Air Objectives must be compatible with the current microscope, an Olympus FV1200 confocal microscope system. (Note: these are not oil immersion objectives). The 40x Oil Immersion Objective must be compatible with the current microscope, an Olympus FV1200 confocal microscope system. (Note: this is not an air objective). This is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this sources sought must be in writing and submitted electronically to the address Theresa.hamilton@va.gov The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Small Businesses, or SDVOSB/VOSB concerns interested and capable of providing the items described below. Documentation of expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. Example (product line sheet showing manufacturers you sell, previous government contract for this brand, or equal items) Important information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service Disabled Veteran Owned Small Business set aside. However, if response by Service Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. Acceptable SDVOSB/VOSB concerns must be verified by Vetbiz.gov No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 334516. Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov and complete Online Representations and Certifications Application (ORCA). Additionally, all Service Disabled Veteran Owned Businesses and/or Veteran Owned Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov. All interested Offerors should submit information by e-mail to Theresa.hamilton@va.gov. All submissions shall be received no later than 1:00 pm Eastern Time on Monday, April 24, 2017. After review of the responses to this announcement, if the Government intends to proceed with the acquisition, a subsequent solicitation may be offered. This is not a solicitation announcement. This is a sources sought synopsis only for market research. The purpose of this synopsis is to gain knowledge of potential qualified sources able to provide this specialized equipment. Responses to this sources sought synopsis are not considered adequate responses to an upcoming solicitation announcement. All interested offerors will have to respond to any potential future solicitation announcements in addition to responding to this sources sought announcement.
