Description
Services for FOFEM-FuelCalc Operation This is a Notice of Proposed Contract Action Synopsis. There is no solicitation available at this time. Requests for a solicitation will receive no response. This Proposed Contract Action is published to notify potential sources that The Rocky Mountain Research Station intends to award a sole source firm-fixed price contract, on behalf of the USDA Forest Service, to Lorenzo Gangi, FOFEM-FuelCalc Operations, Maintenance and Technical Support. Tasks: The project manager will determine what changes to make in the FOFEM and FuelCalc applications based on resources, and communicate with the contractor what modifications to make. The contractor will complete the tasks that are assigned by the project manager in a manner that conforms the performance requirements and deliverables described below. 1. Incorporate changes required by USDA and Forest Service CIO. 2. Bug fixes and corrective maintenance 3. Update code to make it compatible new Windows operating systems 4. Incorporate new duff, litter, woody fuel, shrub, herb and canopy fuel consumption equations. 5. Incorporate new emissions factors and emissions calculation logic. 6. Incorporate changes to the soil heating model to improve simulation of surface and subsurface heating in the duff and no-duff models. 7. Incorporate new tree mortality equations. 8. Ensure input and output units are consistent throughout the application 9. Refine non-user interface dependent executable (batch version). 10. Provide technical and coding support for integration of the FOFEM and Consume applications. 11. Assist integrating the applications in to the Interagency Fuels Treatment Decision Support System (IFTDSS) application: provide guidance for integrating the models into IFTDSS with best chance for success, cooperate with IFTDSS development leads in creating customized code builds and provide general technical support for the technical lead and IFTDSS developers by responding to inquires in a timely manner and by attending meetings. 12. Provide technical support and coding support for users using the FOFEM dll and in applications. 13. As directed by the project manager, provide installation files for testing and provide final installation executable for posting on the Fire Lab web site. 14. Assist in answering user questions about inputs, outputs and code logic. 15. Attend development meetings. 16. Produce a report with each submitted invoice detailing activities initiated and completed, status of each activity and hours utilized. 17. Provide copies of all computer code, solutions and projects to the technical contact on request. 18. Provide all computer code, solutions and projects to the technical contact when tasks are completed, funds are exhausted or the funding date expires. 19. Accurately and completely document changes made in the computer code. 20. Provide general assistance and technical support for application users, including those incorporating FOFEM and/or FuelCalc application code into other software applications. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Date posted to FedBizOpps: April 14, 2017. Date posting will close: April 21, 2017. The North American Industry Classification System (NAICS) code is 541511. The Size Standard is 27,500,000. The desired period of performance for the services described herein is anticipated to be from September 1st, 2017 through September 30, 2018. The responses to this synopsis will be used to confirm that this is a sole source requirement. This notice is not a Request for Proposals (RFP); it is a market research tool being utilized to determine the availability and adequacy of potential sources prior to awarding the contract. Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not pay for any information that is submitted by respondents to this notice of proposed contract action. Contractors who believe they possess the expertise and experience shall submit technical capabilities in writing to Derrick A Dodson electronically to: dadodson@fs.fed.us. Responses must be received no later than April 21, 2017, 11:00 am MDT. All documentation shall become the property of the Government. Firms responding must indicate the following information: Indicate the business size: small business or disadvantaged business, veteran owned small business or HUB Zone certified, indicate the appropriate NAICS code, and DUNS #. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government to a particular acquisition approach. This synopsis should not be construed as commitment by the Government for any purpose other than market research.
