Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Bureau of Reclamation intends to negotiate and award on a sole source basis a contract to Sitka Technology Group, LLC, 309 SW 6th, Suite 575, Portland, OR, 97204. The Government intends to negotiate with only one source under the authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." This notice will be distributed solely through the Federal Business Opportunities (FBO) Website (www.fbo.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 541512, Computer Systems Design Services; the size standard is $27.5 million dollars. The Bureau of Reclamation intends to negotiate a one-time sole source contract with Sitka Technology Group, LLC, to create a comprehensive database for the planning, implementation, execution, and metric tracking of CSRO anadromous fish habitat improvement projects. These projects are completed in response to the Biological Opinions (BiOps) related to the operation of the Federal Columbia River Power System (FCRPS). In response to the Endangered Species Act (ESA), the FCRPS Action Agencies which includes the U.S. Army Corps of Engineers, U.S. Bureau of Reclamation [Reclamation], and the Bonneville Power Administration frequently meet for consultations. The purpose of these consultations is to develop and implement a suite of actions to improve anadromous fish habitat in tributaries to the Columbia and Snake Rivers. Based on market research and the first phase of the CSRO Project Database development conducted under Purchase Order No. R14PX00867, awarded on September 1, 2014, it has been determined the Bureau of Reclamations requirement can only be provided by Sitka Technology Group, LLC without a duplication in costs and in delivery which cannot be recouped through competition. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES, BIDS or PROPOSALS, and a solicitation will not be issued. Responsible sources may identify their interests and or provide a capability statement as a response to this notice. All respondents shall be registered in the System for Award Management (SAM), have a valid DUNS number, Cage Code, and Tax Identification Number. Interested persons may identify their interest and capability to respond to the requirement prior to and no later than April 17, 2017 at 1500 MT. The Government will not accept telephone inquiries. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government.
