Description
This is a Notice of Proposed Contract Action under FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR PROPOSAL. The associated North American Industry Classification System (NAICS) code is 511210 with a size standard of $38.5M average annual receipts. AFRL requires the purchase of TachChat version 1.2.1 (QTY 2) which is an XML based chat solution that can support an austere environment and meets the following capabilities: -Must allow users to communicate in private chat rooms despite loss of network connection -Must be certified for DoD NIPRNET and SIPRNET networks -Must support Distributed Multi-User Chat, fast connect/reconnect, forms, group and one-to-one chat, archiving, and, auditing -Must be developed in the United States and able to federate to other XMPP chat solutions -Must provide help Desk support is provided via web and email with guaranteed 72-Hour, M-F, 0900-1700 EST Response Time The Government intends to negotiate a sole-source contract with the manufacturer of the required products: Trident Systems Incorporated 10201 Fairfax Blvd, Suite 300 Fairfax, VA 22030 The Government has made a determination that no company other than Trident can meet the requirement as TacChat is the only certified and accredited solution for DoD networks that meets all of the governments unique operational requirements. In order to implement and accredit an alternate solution at this time the Government would experience a duplication of cost not expected to be recovered through competition. This is a notice of proposed contract action and NOT a request for competitive proposals. However, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Responses to this notice must be submitted by the date/time listed on the notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 5 May 2017 A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
