- This is a Synopsis announcement in accordance with FAR 5.201 in anticipation of a future contract award. The Naval Sea Systems Command (NAVSEA) is preparing a solicitation for the procurement of Operation and Maintenance of the Emergency Ship Salvage Material (ESSSM) System. The primary purpose of the ESSM contract is to provide the engineering and technical services to man, manage, maintain, and operate the ESSM System and to provide operational and non-operational support to the Navy's oil and hazardous substance (OHS) spill response program. Remote-site ESSM equipment operation, maintenance, and related support under this contract is also provided for the full range of Underwater Ship Husbandry (UWSH), diving, salvage, towing and search and recovery operations. The Naval Sea Systems Command's Office of the Director of Ocean Engineering, Supervisor of Salvage and Diving (SUPSALV or SEA 00C) maintains the U.S. Navy's ESSM System which is a managed network of facilities and emergency response equipment stockpiles pre-positioned to support and augment Navy Fleet capability in the areas of Salvage, Diving, Pollution Response, and UWSH. ESSM resources, including equipment and personnel, are also utilized by other agencies and activities (e.g., Coast Guard, Environmental Protection Agency (EPA), Federal Emergency Management Agency (FEMA), Military Sealift Command (MSC)) in support of pollution abatement; hazardous material control; firefighting; UWSH; depot level maintenance; and, diving, salvage, and search and recovery operations. NAVSEA intends to solicit this subject requirement as a full-and-open competition. A Single Award Indefinite Delivery Indefinite Quantity Cost Plus Award Fee (CPAF) contract is anticipated for the award of these services. The performance period for the resultant contract shall be one (1) base year with four (4) option years for a total of five (5) years, if all options are exercised. It is anticipated that the solicitation will be available on the FebBizOpps website at www.fbo.gov between the third and fourth quarter of the Government Fiscal year 2017. This notice of intent is not a request for competitive proposals.
