Description
The Naval Air Systems Command (NAVAIR) intends to award a contract to The Boeing Company (Boeing), 7755 E Marginal Way S, Seattle, WA, 98108-4002, on an other than full and open basis procuring the supplies and services to: manufacture and deliver P-8A Mission Crew Workstations (MCWs). Pursuant to DFARS 206.302-1(d) and PGI 206.302, a Sources Sought Notice was posted for this requirement on 7 March 2017. The effort shall be procured pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." Boeing is the original designer, developer, and manufacturer of the P-8A Poseidon aircraft. Later versions of the P-8A have 6 MCWs. Earlier versions have 5. NAVAIR plans to retrofit a 6th MCW to each of those earlier version aircraft, with a planned total of approximately 58 MCWs. The MCW is a Boeing part. Boeing is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government's requirements on a timely basis. The 7 March 2017 Sources Sought Notice provided the opportunity for i nterested persons by 22 March 2017 to submit a Capability Statement identifying their interest and capability to respond to the requirement or submit proposals. The Government has completed its review of all written information submitted on or before 22 March 2017 in response to the Sources Sought Notice. The Government will not consider any information submitted by interested parties in response to this Presolicitation Notice. This notice of intent is not a request for competitive proposals.
