- Commercial Facilities Management Services for the John J. Moakley Federal Courthouse in Boston, MA. Solicitation Number: TBD The General Services Administration (GSA), New England Region, Contract Operations Branch, 1PQB intends to issue a Request for Proposal for Commercial Items Procurement for Commercial Facilities Management (CFM) at the John J. Moakley Federal Courthouse in Boston, MA. This will be a performance based service contract utilizing commercial item procedures to provide all the management, supervision, labor, materials, equipment and supplies for the conduct of efficient, effective, economical and satisfactory operations. Scope of work will include scheduled and unscheduled maintenance and repair of equipment and systems including the following: 1. Electrical systems and equipment. 2. Mechanical, plumbing, Building Automation System (BAS) where applicable (where BAS/ ECMS systems are connected to the GSA network, the Contractor's employees will need to obtain a GSA ENT account to access systems) and heating, ventilation, exhaust systems and air conditioning (HVAC) systems and equipment. 3. Fire protection and life safety systems and equipment. 4. All control systems that are within the scope of this Contract. All Building Automation Systems (BAS), Public Address Systems, and Computerized Lighting Systems that are within the scope of this Contract (BAS, and Computerized Lighting Systems software maintenance is excluded). 5. Architectural and structural systems, fixtures, and equipment within the site (to the property line). 6. Service request desk operations to include record keeping using a computerized maintenance management system (CMMS) as well as other administrative functions. 7. Maintenance of landscape irrigation systems. 8. Mechanical equipment for window washing (wall glider, tracks, davits, pedestals and associated equipment). 9. Locks, keycard systems, vehicle barrier systems and static and dynamic bollard systems. 10. Dock levelers and roll-up and sliding garage doors. 11. Elevator and vertical transportation systems, including locks and keycard systems 12. Maintenance of all fixed equipment and systems, including playground equipment associated with the Child Care Center. 13. Maintenance of storm drainage systems to include reduction of storm water pollution by minimizing discharges and runoff to the storm sewer system and environment. 14. Completion of roofing system investigations and repairs. 15. Maintenance and repair U.S. flag pole, lighting and pulley system. 16. Maintenance of conveying equipment, parking control equipment, and loading dock equipment. 17. Public Realm coordination and management of visitor services including but not limited to temporary exhibits, permanent exhibits, performances, exhibitions, and scheduling the use of public rooms. The contractor shall include an on-going program for education, tours; and outreach to the local community, the Arts, business and professional entities, cultural and educational institutions. 18. Boat Dock management and operations, coordination and management of maritime functions such as the scheduling of visiting ships, "tall ships" management and maintenance of the piers, coordinating of services necessary to support a Bay-Keeper concept, water-taxi, small boat "touch and go" uses and excursion boat services; public education programs (with partners from the educational, legal, and maritime communities) encompassing school outreach, mentoring, and guest lectures on maritime history, admiralty law, Boston Maritime Commerce. This procurement will be full and open on an unrestricted basis and will be open to all Large and Small Business concerns with a NAICS code of 561210. The NAICS code for this project is 561210, "Facilities Support Services", and the size standard is $38.5 Million. The government anticipates a single award of a firm-fixed price contract to be solicited and awarded on a competitive basis in accordance with FAR part 15. The anticipated period of performance is a twelve month base period of February 1, 2018 through January 31, 2019, plus four (4) twelve month option periods, for a total of 60 months (5 years). Award of the Contract will be made using the best value continuum described in FAR 15.101 using the tradeoff process detained in FAR 15.101-1. Past Performance will be among the criteria evaluated for award. A pre-solicitation conference is scheduled on May 11, 2017 at 9:00 AM at the Thomas P. O'Neill Federal Office Building, 10 Causeway Street, Boston, MA 02222, Conference Room A. A solicitation is anticipated to be available in late May 2017. A Pre-proposal conference and site visit is anticipated in mid June 2017. Award is anticipated on or about December 1, 2017 with services starting on February 1, 2018. Pre-registration is required for all attendees to the pre-solicitation conference. The pre-solicitation shall be limited to not more than three (3) representatives from each Offeror. Offerors who wish to attend the Pre-solicitation Conference shall email the Contract Specialist ( Stephanie.Klein@gsa.gov ) with the names, titles, and company affiliations of the individuals attending. The Contract Specialist will confirm receipt. Only those parties who have submitted this notification and provided necessary information in advance of the meeting will be allowed to attend.
