- Solicitation Number: W912DW-17-CDT-SS1 Notice Type: Sources Sought I. Synopsis: a. This is a Sources Sought Synopsis announcement for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. This is not a solicitation or a request for proposal (RFP) and no contract shall be awarded from this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. b. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of both large and small business concerns, including 8(a) Small Businesses, Historically Underutilized Business Zone (HUBZone) Small Businesses, Small Disadvantaged Businesses (SDB), Woman-owned Small Businesses, and Service-Disabled Veteran-Owned Small Businesses (SDVOSB) that are interested in U.S. Commercial and Institutional Building Construction. Contractors who have the demonstrated capabilities in meeting the project description listed below, this sources sought will serve to address any questions, recommendations, or concerns from Industry. Responses to this Sources Sought Synopsis will be used by the Government to make appropriate acquisition planning decisions and determinations. In the event that the appropriate Small Business contractors are not available for adequate competition for this requirement, it may be advertised as unrestricted. c. The proposed work to be performed under the following North American Industry Classification (NAICS) codes: 236220 for Commercial and Institutional Building Construction The proposed solicitation will be issued for an Indefinite-Delivery, Indefinite-Quantity (IDIQ) Multiple Award Task Order Contract (MATOC). The U.S. Army Corps of Engineers, Seattle District (NWS) anticipates soliciting and awarding one (1) Multiple Award Task Order Contract MATOC) primarily for Multi-Disciplinary Maintenance, Repair, Construction and Incidental Design Work to two (2) or more contractors. Each award will consist of a five (5) year period (a one year base period and four (4) one year option periods). The total monetary capacity for all awarded contracts is $100,000,000 cumulative for the five (5) year period. Description of Project: The purpose of this contract is to provide Multi-Disciplinary Maintenance, Repair, Construction and Incidental Design Work for Joint Base Lewis-McChord and for Army, Air Force, and other agencies projects within the US Army Corps of Engineers (USACE) Seattle District boundaries that covers Washington, Oregon, Idaho and Montana. Services will be required for architectural, landscaping, civil, mechanical, electrical and structural engineering design related to the USACE Seattle District mission in support of the Army, Air Force and other agencies. The ability to prepare designs using Building Information Modeling (BIM) meeting Army and Air Force standards is a requirement. Multi-disciplinary maintenance and repair and minor construction work may include a variety of trades such as carpentry, road repair, roofing, excavation, interior/exterior elements, mechanical, electrical, steam welding, asbestos, lead paint abatement incidental to construction, and/or incidental design. Examples of typical incidental designs include, but are not limited to, fire alarm systems, fire sprinkler systems, HVAC system installation and balancing, communications systems, structural design of minor facilities or components and licensed professional engineer certification of site adaptation of pre-engineered structures. Services shall be accomplished in the contractor's office with the exception of such field investigations and field surveys as required at the project site. The Government will not provide any direct supervision of contractor employees. ***NOTE*** Incidental asbestos and lead paint survey work may be required relating to the design services. II. REQUIREMENT: a. Offerors response to this Synopsis shall be limited to 10 pages and shall include the following information: (Clarifications and or questions shall be submitted in a separate word document and will not count towards the 10 page limitation) • Offerors name, addresses, point of contact, phone number, and e-mail address. Offerors interest in bidding on the solicitation when it is issued. • Offerors capability to meet project requirements. • Offerors' Statement of Capability to perform a contract of this magnitude and complexity. Your firm shall identify whether the work was independently completed as a prime contractor or affiliated with another contract (joint venture or as a subcontractor.) If your role was as a subcontractor, describe the design services your company provided. For each project listed, please provide a brief description of the project, customer name, date of performance, customer satisfaction and dollar value of the project. Offerors' should provide at least 3 examples. • Offerors SHALL NOT submit a SF330 in response to this Sources Sought Announcement. b. Submission of your interest is not a prerequisite to any potential future offerings, but participation will assist NWS in identifying sources with required capabilities.
