REVISED COMBO SYNOPSIS SOLICITATION FOR COMMERCIAL ITEMS 1. Class Code: 49 2. NAICS Code: 333911 3. Subject: Flammable Liquid Capable Vacuum Trailer 4. Solicitation Number: W911QX-17-T-0080 5. Set-Aside Code: 100% Small Business Set-Aside 6. Response Date: 20 April 2017 7. Place of Delivery/Performance: US Army Contracting Command - APG Adelphi Contracting Division Army Research Laboratory Aberdeen Proving Ground MD 21005-5001 8. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W911QX-17-T-0080. This acquisition is issued as a Request for Quote (RFQ) (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95 dated 13 JAN 2017. (iv) This acquisition is set-aside for total small business. The associated NAICS code is 333911. The small business size standard is 750 employees. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001: Flammable Liquid Capable Vacuum Trailer, one (1) each CLIN 0002: Warranty, one (1) each CLIN 0003: Shipping, one (1) each (vi) Description of requirements: The Contractor shall provide: • Vacuum Pump system shall be capable of handling flammable liquids such as gas, diesel, Jet Propellant 8 (jp8). • Vacuum Pump shall be gas or diesel powered with electric start.(No Electric driven pump) • Vacuum pump system shall be a high pressure regenerative vac blower system Vacuum 12 HG (unit of measure for atmospheric pressure in terms of inches of mercury), up to 225 cubic feet per minute (CFM). • Vacuum pump system shall be capable of high speed recovery of low to medium viscosity material from distances up to 50 feet from unit at depths to eight (8) feet below grade. • Vacuum pump system shall have at least a 400 gallon holding tank with overfill protection. • Vacuum pump shall have debris filtration system with collection screen basket for debris such as small wood chips that is easily accessible for clean out. • Vacuum pump system shall be capable reverse flow evacuation and transfer cycle allowing operator to use pressure side blower power to rapidly offload recovered material. • Vacuum pump system shall have an incorporated grounding system. • Vacuum pump system shall be equipped with 50 feet of 1.5" (inches) fuel rated vacuum recovery hose with end-to-end electrical continuity. • Vacuum pump system shall have all aluminum quick-connect hose fittings. • Vacuum pump system shall include a 50' (inch) static grounding reel. • Vacuum pump system shall include 18" (inches) surface recovery tool and wand extension with replaceable neoprene squeegee blades and height adjustment for multi-surface operation • Vacuum pump system shall be self-contained on an appropriate sized highway legal trailer • Vacuum pump system shall be have minimum one year warranty. • Price shall include cost of machine, delivery, set up and training, • Delivery to Aberdeen Proving Ground (APG), MD shall be within 45 days (vii) Delivery is required within 90 days after contract award. Delivery shall be made to Aberdeen Proving Grounds (APG), Aberdeen, MD 21005. Acceptance shall be performed at APG, Aberdeen, MD 21005. The FOB point is APG, Aberdeen, MD 21005. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: NONE (ix) This will be evaluated based on lowest price technically acceptable after determining technical specification acceptability. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations with its offer. (xi) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following addenda have been attached to this clause.
