Request for Information (RFI) - Standoff Eyesafe Ultra-Violet (UV) Raman Detection Systems (SEURD) NOTICE OF PROPOSED CONTRACT ACTION (NOPCA/SOURCES SOUGHT) The Army Contracting Command - Aberdeen Proving Ground - Belvoir (ACC-APG Belvoir) is conducting market research. This is not a request for proposal, request for quotation, or an invitation for bid, nor does its issuance obligate or restrict the Government to any particular acquisition approach. This RFI does not obligate the Government to issue a solicitation. This RFI is being conducted solely for information and planning purposes and does not constitute a solicitation. If the Government decides to issue a Request for Proposal (RFP), the U.S. Army Contracting Command - (ACC-APG) Belvoir Division intends to award a sole source, cost-plus-fixed-fee contract for test and evaluation support, field service support, and additional prototype units for sensor prototypes currently in operational evaluation OCONUS. The purpose of this Market Research is to identify potential sources that have the skills, experience, knowledge, and capabilities to provide the following: The Product Manager Force Protection Systems (PdM FPS), supported by the US Army Night Vision and Electronic Sensors Directorate (NVESD) is responsible for executing the Joint Urgent Operational Need Statement (JUONS CC-0540) for performing detection, analysis, identification, and annunciation of both bulk and trace quantities of explosive compounds and precursors, narcotics, and toxic industrial chemicals and materials from a safe distance using both, stationary and portable equipment. These capabilities are currently provided by Standoff Eyesafe Ultraviolet Raman Explosive Detection Systems (SUERD). The identified system is integral to identifying personnel or vehicle borne improvised explosive devices (PBIED & VBIED). The proposed contract action is to design, develop, and support system modifications and operational testing of Standoff Eyesafe Ultraviolet Raman Explosive Detection Systems (SUERD), as well as, provide field service representatives, reach-back support, technical troubleshooting support for systems currently being evaluated in CONUS and OCONUS. The Government intends to solicit and negotiate with only one source IAW 10 U.S.C. 2304(c)(1), Only One Responsible Source as implemented by FAR 6.302-1. The North American Industry Classification System (NAICS) code is 541715 Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology). The Army's lack of complete specifications and data precludes use of Full and Open Competition procedures to satisfy this requirement. Alakai Defense Systems is the only vendor known to the Army to be capable of performing, as the developer, it has the acquired knowledge, expertise, and data. Please provide details regarding proposed joint ventures, teaming arrangements, strategic alliances, or other business arrangements to satisfy requirements of the specifications. Offerors are encouraged to identify teams, indicating each team member's size based upon the NAICS code of the work that the team member may be doing. 12. Is your company currently providing similar work to another government agency (you may also include contract #s for government) or other non-government customer? If so, please identify the agency or non-government customer. If you are unwilling to share your customer's identity, please address whether your company offers the same or similar services commercially 13. Has your Company performed this type of effort or similar type effort (to include size and complexity) in the past, if so, provide Contract Number, Point of Contact (POC), e-mail address, phone number, and a brief description of your direct support of the effort? Limit the number of responses to five. 14. What are the core competencies of your employees that would support the requirements of the specification above? Also, provide the total number of individuals currently employed by your company that are capable of supporting the requirements. 15. Does your company have a SECRET facility or access to one should it be required. 16. Do all the employees that would support this requirement have a SECRET Clearance? 17. Does your firm possess an approved Defense Contract Audit Agency (DCAA) accounting system?
