Description
This is a proposed contract action for commercial services which the Government intends to solicit and negotiate as a small business set-aside under the authority of FAR 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items for Equal Employment Opportunity (EEO) discrimination cases filed against the Chief of Naval Operations (CNO) or supported activities and the DON. The Department of Navy (DON) is responsible for ensuring that discrimination complaints are processed fairly, promptly, thoroughly; and in strict compliance with the Equal Employment Opportunity Commission (EEOC) regulations. The Department of the Navy (DON) prohibits discrimination in Employment because of race, color, religion, sex, national origin, age, sexual orientation, disability, or reprisal. DON policy is to process promptly and impartially discrimination complaints in accordance with timeframes established in 29 CFR 1614 and Equal Employment Opportunity Commission (EEOC). EEOC Regulations require that the DON take a final action on all EEO complaints of discrimination. The requirement involves the investigation of formal EEO complaints of discrimination cases filed against the Chief of Naval Operations (CNO) or supported activities and the DON. Specifically, the task involves analyzing large volumes of data and compiling the information into a comprehensive fact-based format to allow Government decision makers the ability to read and understand the matter being alleged and examine the evidence associated with the claim to make a decision on the merits of the case. The task does not involve a recommendation from the contractor on the merits of the case. Tradeoff procedures will be utilized for this source selection with Past Performance being more important than price. The quoter shall submit a quote that includes Technical and Price information. The quoter shall address the following: Past Performance. The quoter shall demonstrate relevant Past Performance or affirmatively state that it possess no relevant Past Performance. Relevant Past Performance is performance under contracts or efforts (within the past five years) that are of similar scope to that which is described in the PWS. The quoter should identify up to 3 of its most relevant contracts or efforts within the past five years to include a description of the EEO investigations performed and contact information to include current telephone numbers and email addresses for the reference. A quoter without relevant Past Performance will not be evaluated either favorably or unfavorably, but may not represent the best value to the Government. The Government reserves the right to award to other than the lowest price. The desired ordering period for this requirement is 1 June 2017 through 31 May 2022. The applicable NAICS code is 561611. The following DFAR clauses will be incorporated into this order: 252.204-7003, 252.204-7004 ALT A, 252.204-7005, 252.203-7000, 252.203-7002, 252.203-7005, 252.204-7008, 252.204-7015, 252.209-7998, 252.213-7000, 252.232-7006, 252.232-7010, 252.237-7010, 252.244-7000 and 252.247-7023. FAR clauses 52.219-6, 52.224-1 and 52.224-2 will also be incorporated in this order. The requirement will be solicited as a small business set-aside. The Navy intends to award an IDIQ with an associated ceiling of (7) Single Incident EEO Investigations, (19) Single Incident EEO Investigations-Additional Incidents, (1) Consolidated EEO Investigation and (3) Consolidated EEO Investigation-Additional Incidents per year for a five (5) year ordering period.
