- FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) 500 C Street, SW, WDC 20472 REQUEST FOR INFORMATION (RFI) Logistics Housing Operations Unit Installation, Maintenance and Deactivation (LOGHOUSE) APRIL 11, 2017   REQUEST FOR INFORMATION (RFI) Introduction THIS IS A REQUEST FOR INFORMATION (RFI) IN ACCORDANCE WITH FAR 15.201 AND FAR 52.215-3. This is NOT a Request for Proposal (RFP). An RFP is not being issued at this time, and this notice shall not be considered as a commitment by the Government to issue a RFP, nor does it restrict the Government to a particular acquisition approach. Requests for a solicitation will not receive a response. This RFI is in accordance with FAR Subpart 15.201(e) which states: RFIs may be used when the Government does not presently intend to award a contract, but wants to obtain price, delivery, other market information, or capabilities for planning purposes. Responses to these notices are not offers and cannot be accepted by the Government to form a binding contract. There is no required format for RFIs. The purpose of this RFI is to determine if there is capability available to provide the services required to assist FEMA. Background The Department of Homeland Security (DHS)/Federal Emergency Management Agency (FEMA) recognizes suppliers are crucial partners in helping meet the challenges of supporting disaster survivors in the 21st century. Capitalizing on industry expertise, the Agency continues to work to improve how FEMA provides temporary housing. FEMA is authorized under Section 408 of the Stafford Act to provide assistance to individuals and households who have been affected by a federally declared disaster. As part of that assistance, FEMA procures, stores, transports and installs, and maintains manufactured homes that are used as temporary housing units. In order for FEMA to be prepared to respond to disasters, the Agency maintains readiness contracts to procure services to transport, stage, install, maintain and uninstall manufactured homes. Operational Concept The Agency maintains an inventory of manufactured homes at Manufactured Housing Storage Sites (MHSS). The inventory is based on anticipated needs of disaster survivors nationwide. When a disaster response requires a temporary housing mission, the Agency ships manufactured homes from the on-hand readiness inventory to a staging area at the disaster site. FEMA contracts for services to haul and install as well as maintain the manufactured homes. "Haul and Install" services typically include gaining custody of the government owned manufactured home also known as a Manufactured Housing Unit (MHU) at a Manufactured Housing Staging Area (MHSA), transport the MHU to the installation site, install the MHU and ensure the MHU is ready for a disaster survivor. The contractor will be required to provide maintenance services of the units and deactivation of the units upon completion of the mission. Installation sites are categorized into three groups: 1. Private Site - a site that is located on private land typically at the site of the survivors damaged dwelling; 2. Commercial Site - an existing Mobile Home Park where FEMA leases a pad; and 3. Group Site - a temporary Mobile Home Park constructed by FEMA so that MHUs can be placed in proximity to the location where the disaster occurred. While Group sites are the least preferred option; they are still sometimes necessary to support the disaster community. If FEMA has to construct a group site, the Agency has a contractor search for appropriate sites. Sites typically have available utilities (water, sewer and electric), access to the road network, proximity to shopping, banks etc. and are not encumbered by environmental or historical issues that would impede construction. After a site is located and FEMA chooses to proceed, the Agency will ask the contractor to perform a preliminary design to determine the number of MHUs that could be placed on the property. If FEMA decides to move forward after preliminary design, then FEMA will require the contractor to move through the stages of design e.g., conceptual design, 50% design, and 100% design. If construction is authorized, construction can commence and the group site would be partially or completely finished based on the needs of the disaster survivors. In addition to group site construction, FEMA sometimes works with the owner of an existing mobile home park to expand the park to increase the number of disaster survivors that the park can accommodate. This type of project is akin to group site design and construction. Maintenance of a MHU is essentially providing all maintenance services that a landlord provides to any residential property. FEMA takes the additional step of providing monthly or every other month, preventative maintenance inspections which includes minor repairs to ensure that the survivor has the fewest impediments to their recovery from the disaster. In addition, when the disaster survivor returns to their pre-disaster housing, FEMA has a contractor deactivate or uninstall the MHU and transport the MHU back to a FEMA MHSA. Acquisition Concept FEMA anticipates issuing a solicitation to deliver services to assist in the mission, project management services, as well as construction, architectural, and engineering support to multiple disaster missions of any size, anywhere in the continental United States. In order to facilitate this solicitation, the Agency is seeking information from several different communities that would be able and willing to provide the types of services described above to FEMA. To meet the service requirement FEMA plans to award a contract the Logistics Housing Operations Unit Installation, Maintenance and Deactivation (LOGHOUSE). The Agency anticipates that the future solicitation will have the following general requirements: The contract will cover the Contiguous United States (CONUS) (the lower 48). Contractors will be responsible for ensuring that all requirements including but not limited to ensuring that all permits, licenses, and other requirements are met. Awards will be made in three categories: • Full and Open awards; • Small Business Set-Asides for "Haul and Install;" and, • Small Business Set-Aside for "Maintenance and Deactivation." Services, at the overview level, will include: • Transportation of manufactured homes; • Inspecting proposed installation sites to determine suitability; • Installation of manufactured homes; • Maintenance and repair of manufactured homes; • Deactivation and returning to FEMA of manufactured homes, • An annual training and exercises event; and, • Tool development and guide development. What is the capability of your company to be able to manage multiple events in different states at the same time? 7. Can your company quickly organize the people and equipment needed to support a FEMA mission? 8. Which of the categories of awards would your company be interested in proposing?
