Description
Synopsis: The purpose of this requirement is to provide all labor, supplies, tooling, equipment, examination, and testing necessary to rewind/recondition of electric motors, electric apparatus and assemblies outlined in the Performance Work Statement (PWS). Maintenance and repairs shall be on an as-needed basis using mechanics experienced in repairing the above mentioned types of motors. The Contractor shall furnish the supplies and services necessary to maintain, repair, and service all electric motors, electric motor apparatus and assemblies listed in Appendix B. This will be in accordance with FAR Part 13.303 Blanket Purchase Agreements (BPAs). Solicitation Information: The Government intends to issue multiple Blanket Purchase Agreements. The offeror will fill out the attached price list, which is good for a minimum of one year. After one year the offeror may submit a new price list to the Contracting Officer. The Contracting Officer will determine the prices are still fair and reasonable before the proposed prices will take effect. Each call will be paid by the government purchase card (GPC) all vendors must be capable of processing credit card transactions. The government will provide to the awardees a list of authorized personnel that will be the only people allowed to requisition and provide payment for the services. Instructions on the BPA process is attached as well as the Statement of Work. Extent of obligation. T he Government is obligated only to the extent of authorized calls/purchases placed against the BPA. A BPA is not a contract it is simply an agreement that if the services are needed the government will place a call with the designated BPA holders. The government intends place calls to the lowest priced BPA holder for that particular service. If prices are the same, the caller will rotate calls between the BPAs. The government reserves the right to award BPAs on the initial price lists without discussions. Purchase limitation. No individual call under this agreement shall exceed $25,000. Individuals authorized to purchase under the BPA. This will be a decentralized BPA. Contracting officers in PZIM and authorized GPC card holders at Hill AFB, are the only authorized individuals allowed to purchase under this BPA. Effective period. This Blanket Purchase Agreement is effective from date of award through 5 years. Responses to this solicitation should include the following information: (a) Company Name (b) Company Address (c) Company Website (d) Company Point of Contact and Phone Number (e) Type of Business and business size (Small Business, Large Business, 8a Small Business, Hub zone Small Business, or Service Disabled Veteran Small Business) (f) Number of Employees (g) Facility cage code (h) Whether U.S. or Foreign-Owned Firm. (See AFMC MP5305.207(c) (91)) (I) Price list good for one (1) year. Contractors are expected to be registered in SAM.gov, with a valid cage code and Online Representations and Certifications filled out to be elligable for a BPA. The final date to submit proposals for this Solicitation is 2:00 PM MST May 12 2017. Please return your pricelist as soon as possible but no later than that date. All correspondence sent via e-mail shall contain a subject line that reads " FA8224-17-R-0051 Motor Repair ". Note that e-mail filters at Hill AFB are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e.,.exe, or.zip files). Therefore, if this subject line is not included, the e-mail may not get through the e-mail filters. Also, be advised that.zip or.exe files are not allowable attachments and may be deleted by the e-mail filters at Hill AFB. If sending attachments with e-mail, ensure only.PDF,.doc, or.xls documents are sent. The e-mail filter may delete any other form of attachments.
