Sources Sought Synopsis for Domestic Emergency Operations Training SYNOPSIS THIS IS A SOURCES SOUGHT NOTICE to determine the availability and capability of both large and small businesses. This notice is for planning purposes only and does not constitute an Invitation for Bids, a Request for Proposals, Solicitation, or Request for Quotes, nor does it serve as an indication that the Government will contract for the items contained herein. The Government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this sources sought. The Oklahoma National Guard is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for domestic operations training support. Contractor support includes providing and managing contractor role players, moulage, and weighted manikins. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541990 All Other Professional, Scientific and Technical Services. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION. Telephone inquiries will be neither accepted nor acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Objective: THE OKLAHOMA ARMY NATIONAL GUARD IS LOOKING FOR VENDORS TO PROVIDE ROLE PLAYERS, MOULAGE AND WEIGHTED MANIKINS TO SUPPORT A DOMESTIC OPERATIONS EXERCISE. Contractor will provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide a vital, realistic element to the contingency training. The anticipated timeline for the event is 30 October through 2 November 2017, at up three sites within Oklahoma. Vendors will need to have favorable past performance for this type of requirement and a management and operations system capable of conforming to the needs of the Oklahoma Army National Guard. Responses must directly demonstrate the company's capability, experience, and/or ability to marshal resources to effectively and efficiently perform the task described above at a sufficient level of detail to allow definitive numerical evaluation; and evidence that the contractor can satisfy the minimum requirements listed above while in compliance with FAR 52.219-14 ("Limitations on Subcontracting"). Failure to definitively address each of these factors will result in a finding that respondent lacks capability to perform the work. Responses to this notice shall be limited to 5 pages, and must include: 1. Company name, mailing address, e-mail address, telephone and fax numbers, website address (if available), and the name, telephone number, and e-mail address of a point of contact having the authority and knowledge to clarify responses with Government representatives. 2. Name, title, telephone number, and e-mail addresses of individuals who can verify the demonstrated capabilities identified in the responses. 3. Any socio-economic status claimed. This status must be verifiable per the System for Award Management (www.sam.gov) and/or the Small Business Administration's Dynamic Small Business Search (http://dsbs.sba.gov/dsbs/search/dsp_dsbs.cfm). 4. DUNS number, CAGE Code, Tax Identification Number (TIN), and company structure (Corporation, LLC, partnership, joint venture, etc). Companies also must be registered in the System for Award Management at www.sam.gov to be considered as potential sources. 5. Identification of any GSA Schedule contract(s) by Schedule number and contract number and SINs that are applicable to this potential requirement are also requested. 6. List of current or recent federal contracts, by contract number, relative to this requirement.
