- Solicitation: FA9302-17-R-0016 Agency/Office: Air Force Test Center Location: AFTC - Air Force Test Center (Edwards AFB, CA) Title: Airport Runway Construction Description(s): SOURCES SOUGHT SYNOPSIS/REQUEST FOR INFORMATION FOR VCSU THIS IS A MARKET SURVEY FOR INFORMATION ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPISIS. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS SYNOPSIS OR ANY FOLLOW-UP INFORMATION REQUESTS. THE PURPOSE OF THIS SYNOPSIS IS TO GAIN KNOWLEDGE OF POTENTIALLY QUALIFIED SOURCES AND THEIR SIZE CLASSIFICATIONS (SMALL BUSINESS, LARGE BUSINESS, ETC.). PLEASE DO NOT REQUEST A COPY OF A SOLICITATION, AS ONE DOES NOT EXIST. 1. Purpose. This is a sources sought synopsis in support of Market Research being conducted by the United States Air Force to identify potential sources for the anticipated Airport Runway Construction Requirement. 2. Requirement. The solar active edge electro-optical target array on the Edwards AFB bombing range is in need of refurbishing. The knife-edge target uses the sun as a source for reflection and heating and allows in-flight measurement of spatial resolution and sensitivity of airborne electro-optic and infrared imaging systems. The target was designed to provide a high contrast step transition between panels (hot to cold and light to dark), highly diffuse (near-lambertian) surface and highly-uniform individual panels in the visible and mid-wave infrared bands. The target consists of 3 squares arranged in an L-shape for simultaneous vertical and horizontal in-flight system measurements. Each square is 30' X 30' and has a very small insulating separation between panels to prevent thermal conductivity transfer. The target sits on a concrete pad also for thermal insulation/isolation from the earth. The target panels have become highly non-uniform due to weathering and also due to roller application of the paint (as opposed to spray application) during a previous refurbishing. In addition, some cracks in the concrete have developed over time. The work required includes stripping the old surface coatings, repairing the concrete, and resurfacing using proper coatings and application methods to provide high contrast between panels, diffuse (near-lambertian) surface and high uniformity on each individual panel in the visible and midwave infrared bands. In addition, high contrast between panels, diffuse (near-lambertian) surface and high uniformity on each individual panel is also desired in the near infrared and short wave infrared spectral regions. Finally, a comprehensive measurements test and a final report with data on the uniformity, diffuse properties, and reflective/emissive performance across all spectral bands of the finished product is required. 3. Information requested. The Government requests interested offerors that can fully support this requirement to contact Jacque Konstan. Additionally interested offerors may request for an on-site visit of the area. 4. Inquiries. Any qualified and interested companies responding to this announcement must be able to support all areas.
