A.INTRODUCTION AND PURPOSE The Federal Aviation Administration (FAA) may have an upcoming requirement for FAA Airbus 320/330 and Boeing 737-800 Technical Refresh. This is a FAA-wide requirement. The (DRAFT) Statement of Work, is included for informational purposes only to outline the broad scope of the known envisioned requirement. The Next Generation Air Transportation System (NextGen) is the FAA foundation for the long term transformation of the National Airspace System (NAS). NextGen will leverage new technology to enhance aviation safety while improving the efficiency and effectiveness of the airspace. Such technology will utilize the automation capabilities of both ground and airborne automation system operations in a collaborative manner with shared responsibilities allocated between pilots and air traffic managers. A significant amount of research analysis has been identified and must be completed to ensure operational human factors issues related to NextGen operational procedure development are identified, understood, and addressed. High fidelity simulation of the impacts of NextGen programs on cockpit operations is an invaluable tool in providing insight into these problems and helps to identify issues that may occur as a result of changes to stakeholders ™ roles and responsibilities. AFS-400 (Office of Flight Standards Training Office) provides cockpit simulation capabilities to multiple lines of business, both within the FAA and external to the agency. The Airbus 330-200 (A330) convertible to an Airbus 320 (A320) Flight Training Device and Boeing 737-800 (B737) full-flight simulators are used to support evaluations of current operations as well as providing a platform to support the evaluation of the airborne operator impacts to proposed NextGen concepts and solution sets. The simulators must undergo technical refresh and equipment upgrades to continue serving its purpose in analyzing any proposed near term operational improvement impacts on cockpit operations, as well as, the future transformations to both air and ground operations that will be brought about by NextGen enhanced services and operational capabilities. The (DRAFT) Statement of Work (SOW) details replacement of the Visual Systems for the FAA ™s Airbus 320/330 and Boeing 737-800 Flight Simulator Training Devices (FSTD). This includes the Image Generators, Projectors, Alignment Tools, Enhanced Visual System, Visual Modeling System, Traffic Generation System, Installation/Integration, and any training required for the new systems. These FSTDs are located at the FAA ™s Mike Monroney Aeronautical Center (MMAC) in Oklahoma City, OK. B.INCUMBENT CONTRACTOR The current visual system is Rockwell Collins EP-8000s which was installed on a CAE Airbus A330/320 and a CAE Boeing 737-800 Full Flight Simulator. C.NATURE OF THE COMPETITION The acquisition strategy for the procurement has not been determined at this time. If the Market Survey results in providing meaningful information, the FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran owned small businesses, or eligible socially and economically disadvantaged businesses that are certified by the Small Business Administration (SBA) for participation in the SBA ™s 8(a) Program. Interested parties are encouraged to provide written responses to the following items: 1)Criterion 1 - Capability Statement “ Provide a brief capability statement that addresses your firm ™s business-related capability to provide the equipment described. 2)Criterion 2 - Past Performance “ Provide past performance references including at least one (1) but not more than three (3) where your company has supported the FAA or another aviation-related agency. Include the specific Line(s) of Business (LOB) and your role in supporting the agencies ™ strategic mission and/or initiatives. Provide the name of the agency, the name of the agency point of contact, phone number and email, the agency address, the applicable contract number, the contract value (financial and tenure “ years of support) and a brief description of how the work performed is relevant to this requirement. Provide this information for each submitted past performance reference. 3)Criterion 3 “ Company Experience: Provide a brief description of your company ™s experience in the following areas: i.Designing, developing, and conducting technical and operational analyses of aviation requirements, policies, trends, and happenings. ii.Drafting programmatic and/or operational strategies based on current global aviation trends that bolster aviation leadership globally. iii.Data mining/gathering, modeling, validation, analysis, and presentations in support of international engagement and resource allocation decision making. iv.Data sets your company has access to or purchases through subscriptions that are aviation and/or transportation related. v.Program/project management for large agency-level strategic initiatives with significant international impact. vi.Management of international strategic priorities and initiatives across Government, global civil aviation authorities, and/or domestic and international stakeholders. vii.Knowledge Sharing Networks (KSN) and applications to promote information exchange. viii.Planning, organizing, scheduling, coordinating, facilitating and executing large events and/or conferences that may include multi-faceted committees, and/or working groups. ix.Drafting, collaborating, reviewing, approving and maintaining written and highly specialized technical, operational, and strategic documents, actions plans, work plans, and decision memo/presentations. 4)Criterion 4 “ Key Personnel. Provide your company ™s suggested key personnel for performing this requirement and your rationale for their inclusion as a œkey resource in a subsequent solicitation relating to this requirement.
