Description
INTRODUCTION: This is a Request for Information (RFI). The objective of this RFI is to gather relevant information from interested U.S. state or local government offices, universities, businesses and nonprofit organizations (hereafter referred to as the "performer") describing their qualifications and ability to support the Department of Homeland Security (DHS) Science and Technology Directorate (S&T) Office of Public-Private Partnerships' (P3) Technology Transfer and Commercialization (T2C) in accelerating the technology transfer and commercialization of DHS-funded technologies with Homeland Security Enterprise (HSE) applications. DHS S&T was created to strengthen America's security and resilience by providing knowledge products and innovative technology solutions for the HSE, which includes the DHS Component agencies, Federal/State/local governments and First Responders (fire, law enforcement, and emergency medical teams). DHS S&T funds R&D to develop technologies and capabilities with application to the DHS major mission areas: • Counterterrorism • Border Security • Immigration Enforcement • Cybersecurity • Disaster Resilience IMPORTANT NOTICE TO PROSPECTIVE RESPONDENTS: This RFI does not constitute a Request for Proposal (RFP) or a Broad Agency Announcement (BAA) or a promise to issue an RFP. The Federal Government will not pay for costs associated with developing a response to this RFI. Respondents to this RFI should not anticipate feedback regarding their submissions, other than acknowledgment of receipt, provided a submitter requests such an acknowledgment. This RFI does not commit the Government to enter into any contractual agreement, nor will the Government pay for information solicited hereunder. Not responding to this RFI does not preclude participation in any future projects of this nature. The information provided in this RFI is subject to change and is not binding on the Government. All submissions become the property of the Government and will not be returned. BACKGROUND: The Department of Homeland Security (DHS) Science and Technology Directorate's (S&T) Research and Development Partnerships Group's (RDP) Office of Public and Private Partnership's (P3) Technology Transfer and Commercialization Program (T2C) serves as the executive agent for technology transfer and commercialization throughout DHS, including its operational components and laboratories. To achieve its objective, T2C offers critical services to S&T's staff and third-party contract performers that are designed to reduce the inherent risk in transferring and commercializing technology and increase the likelihood of S&T delivering its solutions to its customers and end-users. DHS S&T is seeking information from prospective performers on their capabilities specific to technology transfer and commercialization. Information should include: • Approach to facilitating technology commercialization The decision making process required to move from research to market • Schedule of when those decisions are made and what key data is needed for each step, technical performance, intellectual property decisions, market evaluation, and transfer mechanisms. • Examples of successful commercialization of technologies with potential applicability to the DHS mission areas listed above, or to closely related applications. This should include a description of the technical steps needed to get the technology to a minimum viable product or service. • Experience in collaborative R&D and successful technology commercialization conducted in partnership with one or more federal agencies and/or technology partners. • Description of how market conditions or required development assets impact commercialization approach Description of market expertise and access to general or specialized private sector and university networks PROGRAMATIC OBJECTIVES: The selected performer would assist DHS S&T T2C in the transfer and/or commercialization of DHS-funded technology. Examples of expertise and capabilities sought by DHS S&T include the following: • Provide expertise, guidance, and management support on technology transfer and commercialization options for specific programs, products, and technologies. This includes methods for deciding which products to develop. • Provide experience and knowledge of innovative best practices to increase transfer and commercialization of new technologies and products in an efficient and cost-effective manner to achieve major homeland security objectives. • Providing training and education on commercialization best practices. • Identify relevant laws, regulations, and policies that may impact various technical domains and intellectual property ownership. • Support the development, refinement, and execution of plans and procedures used in the identification, evaluation, and commercialization of technologies. • Develop recommendations and plans to communicate commercialization plans, procedures, and initiatives to potential industry partners. • Analyze the DHS S&T portfolio to identify opportunities for the commercialization of S&T's technologies. • Monitor national policies that promote technology transfer and commercialization of government research and development to inform S&T's partnership efforts. • Recommend and refine metrics and measures to gauge commercialization and technology transfer successes. • Conduct and/or validate market analyses to determine the commercial potential of a technology before an R&D program/project is funded. This includes defining market segments, pricing strategies, and product/service launch. • Conduct and/or validate technology scouting to determine whether there is an existing alternative that could satisfy a DHS requirement and make an R&D program unnecessary. RESPONSE GUIDELINES AND REQUIRED FORMAT: Interested prospective performers are requested to submit a statement of response outlining their qualifications, capabilities and previous performance relevant to this RFI. Responses to this RFI should include the following information as a minimum: Program Overview (University technology transfer and licensing office, or equivalent): o Number of years in operation. o Capacity to assume new work (e.g. average man hours dedicated to a successful commercial licensing effort versus ability to perform additional work). o Specific areas of Subject Matter Expertise with emphasis on any homeland security expertise and experience. Commercialization Approach, Capabilities, and Services: o Description of commercialization approach, capabilities, and services. Responses may include but are not limited to the following:  Overall approach or process to support commercialization.  Market Analysis and Technology Scouting approach and/or capabilities.  Business Case Development (templates, metrics, best practices, etc.).  Training, Education, and/or mentoring programs.  Industry outreach approach/activities.  Additional support services typically provided to support commercialization goals. Past Performance: o Summary of successful commercialization of technologies with potential applicability to the DHS mission areas listed above, or to closely related applications. o Summary of any experience in collaborative R&D and successful technology commercialization conducted in partnership with one or more federal agencies. o Summary of any prior federal agency Partnership Intermediary Agreement (PIA) engagements (as defined in 15 USC 3715). o Summary of any prior or current work conducted for DHS S&T such as through the DHS Academic Centers of Excellence described at: https://www.dhs.gov/science-and-technology/centers-excellence o Any other information relevant to establishing suitability for providig the technology commercialization support and assistance requested by DHS S&T. • Provide the following information in the table format shown to the maximum extent possible: In order to assist in the review of submissions to this RFI, prospective performers are encouraged to prepare a response that closely adheres to the following format: either Microsoft Word (.doc or.docx) or Adobe Acrobat (.pdf) formats. Responses should be prepared using 12 pt. font, 1 inch margins, and 8.5" by 11" page size and shall not exceed eight (8) pages in length, including any images, charts, graphs, or tables. Responses to this RFI will be evaluated by the DHS T2C Office with assistance from the DHS S&T Office of University Programs. Selected responding universities may be asked to participate in an interview at DHS S&T offices in Washington DC or by virtual meeting. DO NOT SUBMIT CLASSIFIED INFORMATION. All responses shall be unclassified. Proprietary information is not requested. Respondents wishing to submit proprietary information should specifically mark or identify any information they perceive as proprietary for which they seek added protection. To the extent that any proprietary data is submitted with an RFI response, it will be properly protected by DHS S&T; it may, however, be shared with DHS support contractors who are bound by non-disclosure agreements. Proprietary information submitted as part of responses to the RFI should be clearly marked and identified as PROPRIETARY. Any information provided to the Government as a result of this RFI is strictly voluntary. The due date for the submission of responses to this RFI is 4:00PM, EST, May 2, 2017.
