Description
Draft Statement of Work Draft Solicitation Sections A-J DRAFT RFP AND REQUIREMENTS DOCUMENTS A draft solicitation (Sections A through J, draft Statement of Work, and draft Performance Specification (P-Spec)) for Industry review and comment will be posted prior to Industry Day (details noted below). Please be advised that the Draft solicitation will include related draft requirements documents as attachments that contain restricted disclosure information. Upon release of the Draft solicitation, Companies must request a copy of draft restricted disclosure attachments for solicitation N00024-17-R-6300. Companies interested in receiving the P-Spec prior to Industry Day shall complete Attachment 1, Terms of Use Agreement, AND the Security Classification Specification, DD Form 254 (Attachment J-1), indicating that the requesting company has a Defense Security Service (DSS) issued SECRET facility clearance, providing for SECRET personnel clearances and SECRET safeguarding capability. The Government will not provide sponsorship for new or upgraded personnel or facility clearances. The "Terms of Use" agreement (Attachment 1) shall be returned to the Contracting Officer and Contract Specialist. Upon proper clearance approvals by the Government, the draft restricted disclosure attachments will be made available in a secure manner to the Offeror so long as the Offeror has met the security requirements detailed. The "Terms of Use" agreement and DD Form 254 shall be completed and returned to: TO: Ms. Michaella Easley - michaella.easley@navy.mil CC: Ms. Tiara Robinson - tiara.robinson@navy.mil SUBJECT LINE: TOU Agreement (insert name of company) and DD Form 254 N00024-17-R-6300 RFP The final solicitation will include classified information, therefore, proper clearance approval is required prior to the release of the classified information. It is recommended that Companies complete this clearance approval process by the Government prior to the release of the final solicitation to avoid delays in receiving all final documents in support of the final solicitation. INDUSTRY DAY Program Executive Office (PEO) Littoral Combat Ships (LCS), Mine Warfare Program Office (PMS 495) plans to host an Industry Day to discuss the NAVSEA requirement for the engineering, development, and manufacturing efforts needed for the Barracuda Mine Neutralization Program. The purpose of this Industry Day is for the Government to brief interested Contractors in order to improve Industry's understanding of the Barracuda requirement and anticipated contracting approach. Industry Day will be held from 0900 to approximately 1500 on 18 April 2017 at CSRA Inc., Suite 400 Maritime Plaza I, 1201 M St SE, Washington, DC 20003. The objective of Industry Day is to provide Government information and solicit industry feedback to support the development of the highest quality proposals in response to the planned Barracuda Final Request for Proposal. Due to space limitations, the number of participants is restricted to five (5) per company. No audio/visual recording devices of any kind are permitted. Parties interested in attending the Industry Day should submit the following information via emai l NLT 1600 EDT, 11 April 2017, to Ms. Tiara Robins on at tiara.robinson@navy.mil and Ms. Michaella Easley at michaella.easley@navy.mil: Subject line: "N00024-17-R-6300 Navy Barracuda Industry Day", company name, company address, attendees' names, email address for each attendee, and phone numbers for each attendee. Attendees must provide information in advance in order to ensure access to the Industry Day venue and assure adequate seating for attendees. An attendee list consisting of name, company, email address and phone number will be provided to all attendees after Industry Day is completed. SUBMISSION OF DRAFT RFP AND INDUSTRY DAY QUESTIONS/COMMENTS The Government welcomes industry comments and questions regarding the draft solicitation and Industry Day. The Government will not answer any questions during the Industry Day. All unclassified questions must be submitted in writing either on a notecard that will be provided by the Government at Industry Day or via email to the Contracting Specialist and Contracting Officer. Offerors may electronically submit Unclassified questions and comments regarding the draft solicitation or Industry Day by sending an em ail to the Contract Specialist, Ms. Tiara Robinson at tiara.robinson@navy.mil and carbon copy (CC:) to the Contracting Officer Ms. Michaella Easley at michaella.easley@navy.mil. For ease of Government review, Offerors must submit questions on a Microsoft Word version of the Request for Clarification Form (Attachment L-1). Information provided with each question shall include the document name, document date, specific page, paragraph, clause, or other definitive citation requiring clarification as per Attachment L-1. All questions related to the draft solicitation or from Industry Day must be submitted NLT 02 May 2017. Industry feedback will be considered in the preparation of the formal solicitation and it is the Government's intention that questions and responses will be distributed electronically to all potential Offerors via the Federal Business Opportunities website. However, respondents are advised that the Government is under no obligation to provide feedback or respond to Industry with respect to any information submitted. Further, Industry is reminded that it is the formal solicitation that will govern any official acquisition. The Navy intends to post a sanitized version - removing any indication of the company that submitted the question, as well as any company proprietary information - of all questions and answers resulting from the Industry Day and/or the draft solicitation. This announcement is not a contract, request for proposal, a promise to contract, or a commitment of any kind on the part of the Government. NAVSEA does not assume liability for costs incurred by an attendee or for travel expenses or marketing efforts; therefore, attendee costs in response to this notice are not considered an allowable direct charge to the Government.
