- This is a Request for Information (RFI) for Professional Services best suited for Instructional/Course Development to provide state-of-the art training and educational opportunities to the transit industry. TSI requires a Subject Matter Expert (SME) to present courses and seminars in the areas of transit bus and rail safety and security, transit rail incident investigation, Federal Transit Administration s (FTAs) capital projects, Occupational Safety and Health Administration (OSHA) compliance, safety and security audits, and crime prevention/emergency preparedness and to further revise/develop course materials in the same areas as needed due to regulatory policy changes and industry updates. Courses and Seminars as it relates to Transportation, either publicly or privately owned which provides to the public, general or special service on a regular and continuing basis. Also known as mass transit and transit. Such transportation provides local or regional, multi-occupancy vehicle passenger service generally defined as urban and rural public transportation services including commuter trains, ferry service, heavy rail (rapid rail or subway), light rail (street cars or trolleys), and local transit buses. Transit describes local area common carrier passenger transportation configured to provide scheduled service on fixed routes on a non-reservation basis. The responses to this RFI will be used for information purposes only. Activities include instructional and associated administrative tasks; course development/revision. This is not a request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to this RFI; therefore, any cost associated with voluntary responses are solely at the interested vendors expense. The North American Industry Classification System (NAICS) code for these requirements is 541990, All Other Professional, Scientific, and Technical Services, size standard is $15.0 Million in annual receipts. At this time, the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses; service-disabled veteran owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. 1.0 BACKGROUND The Transit Safety and Security Division was established in direct support of the Federal Transit Administration s (FTA) mission to provide economical, timely, state-of-the-art training and educational opportunities to the transit industry. The Division, housed within the United States Department of Transportation (USDOT) s Transportation Safety Institute (TSI), serves as the primary training unit for FTA s Office of Transit Safety and Security. Our courses equip transit personnel with high performance skills needed to effectively operate, maintain, and manage public transportation systems. 2.0 PURPOSE OF ANNOUNCEMENT The purpose of the RFI is to solicit statements of interest, capabilities, and rough orders of magnitude from all businesses that are interested in and capable of performing these Professional Services Instructor/Course Revision/Development for Transit Bus and Rail Safety; Security Training. The RFI is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the potential acquisition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms. 3.0 INSTRUCTIONS Responses, submitted electronically in MSWord or Adobe PDF format, are limited six (6) pages, using 12 point Times New Roman font (or similar) with 1 inch margins. Responses are due no later than 12:00 P.M. (CST) on May 12, 2017. All interested parties must submit their responses via email to cynthia.dates@faa.gov. Questions must be in writing. No phone calls please. Respondents are to outline the information in the following categories/format: A. Company Overview Provide a brief description of your company, services, business size, and point(s) of contact, including name, address, phone, and email address. B. Capability Statement Provide the Companies capability to meet the requirement and any pertinent information which demonstrates the company s ability to meet the above requirements.
