Description
Naval Air Systems Command (NAVAIR) intends to award a Sole Source contract to Rockwell Collins, Inc. (RCI) for the procurement of analysis and documentation in support of an E-6B aircraft. Analysis will consist of the Very Low Frequency (VLF) and High Frequency (HF) systems previously installed by RCI. This effort will include modernization, reduction of Size/Weight/Power (SWaP), and to address only obsolesce issues and/or concerns. A report for upgrades to those systems is to be provided. The analysis will take into consideration the Block I and Block II systems installed on the aircraft as well as the Low Frequency Transmit Set (LFTS) and Common VLF Receiver Increment 1 (CVRi1) program currently under development by the Air Force. This intended procurement will be processed pursuant to the authority of 10 U.S.C.2304 (c)(1), whereby the supplies and services required are available from only one responsible source and no other type of supplies or services will satisfy agency requirements. Failure to meet required timelines will result in a delay to the Government that is not expected to be recovered through competition as well as failure to comply with Ready for Tasking (RFT) schedule constraints. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible interested parties may submit a capability statement in which they identify their interest and capability to respond to this requirement. The Government will consider all information received by 14 April 2017, 1700 EST. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.
