- The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC), Oklahoma City, Oklahoma, has a requirement for sixteen (16) Portable Helipads in support of Customs and Border Protection (CBP) within the Department of Homeland Security (DHS). The FAA contemplates award of a Firm Fixed-Price purchase order as a result of this Request for Quotation (RFQ). Attached is a Request for Quote (RFQ) for the purchase of (16) Portable Helipads for remote locations in Maine (15) and one for the Mike Monroney Aeronautical Center (MMAC) in Oklahoma City, Oklahoma. Closing date for this Request is 5:00 p.m. Central Daylight Time (CDT - Oklahoma Time) on April 20, 2017. NOTE: This is a Small Business set-aside; vendors must be registered as a Small Business in the System for Award Management (www.sam.gov) under NAICS code 238990 - All Other Specialty Trade Contractors, with a Size Standard of $14,000,000.00 to be considered. Responses must be in accordance with the documents attached, including Terms and Conditions and Statement of Work. This RFQ is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of requested quote documentation. NOTICE for informational purposes for Minority, Women-owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $570,000.
