Description
Notice of intent to use a brand name product. The Naval Facilities Engineering Command, Pacific (NAVFAC Pacific) is performing a market survey to determine if other potential sources of supply can provide for an AFFF surrogate test liquid that has the same requirements as a Planit Safe Surrogate Test Liquid. The requirements for a surrogate test liquid are: 1. Formulated to mimic the physical properties of MIL-SPEC AFFF concentrate while having characteristics that enable its injection rate to be monitored by refractive index or conductivity measurement. 2. Biochemical Oxygen Demand (5 day) - 2,154 mg/l as shipped, 658 mg/l diluted 2:1with water, 18 mg/l as proportioned stream with water. 3. Chemical Oxygen Demand “ 24,360 mg/l as shipped, 8,120 mg/l diluted 2:1 with water, 238 mg/l as proportioned stream with water. 4. Acute toxicity as a dilute solution to have a 96 hour LC50 value for Oncorhyncchus mykiss (rainbow trout) of more than 100 mg/l, or equivalent. This notification is for market research purposes only to identify if other potential sources of supply can meet the requirements of the Government. This is not a request for proposals, quotes or an invitation for bid. The intent of this notice is to identify other potential sources for this product. To be considered, please submit detailed technical data in order for the Government to conduct a comprehensive evaluation of your product to ensure compatibility with the existing system. In accordance with FAR 15.201(e), a response to this notice is not an offer and cannot be accepted by the Government to form a binding contract. The responder is solely responsible for the information it submits and any associated costs. The Government reserves the right to disregard any submittal that is incomplete or that is vague. Please do not submit your company brochures. Please submit your information via email to adele.murakami@navy.mil no later than 10:00 a.m. HST on April 27, 2017. Information received after this date and time will not be considered.
