- Sole Source Justification for the purchase of LIFEPAK 15 Please be aware, this Notice of Intent is NOT a Request for Quotation (RFQ) for competitive quotes. In accordance with FAR 13.106-1(b)(1) which states, "For purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available." Thus, FEMA intends to issue a sole source award based on the authority at FAR 6.302-1, "only one responsible source and no other supplies or services will satisfy agency requirements." FEMA intends to award this purchase order to Physio-Control, Inc. DUNS # 009251992 for the purchase of LIFEPAK 15 Version 4 Automatic External Defibrillator (AED)/Monitor. This advanced emergency response device is manufactured and maintained by Physio-Control, Inc. only. This facility currently only uses LIFEPAK AED equipment for its many mission critical medical needs. This item, exclusively from Physio-Control, is needed to ensure the safety at the MW facility and surrounding areas. These devices meet FEMA at MW's requirement for medical monitoring, defibrillator and AED needs. The Lifepak 15 device features temperature monitoring and external power to complement 360J of energy and 12-lead ECG transmission capability. These design features will only enhance medical personnel ability to perform their extremely important job. Purchasing devices from another vendor, while it would be workable, would no longer create the standardization of devices used throughout the facility. In addition, all medical personnel would also have to be trained on the newly acquired devices. In addition, a new maintenance agreement and contract would have to be put into place with the manufacturer of the newly acquired devices not from Physio-Control, Inc. Physio-Control is capable of providing the parts and future services required, however, if any other vendor feels they are capable of equally providing the parts and services necessary, they are encouraged to contact Kevin Hennigan via email at kevin.hennigan@fema.dhs.gov or by phone at 540-542-2303, no later than April 17, 2017. Capabilities/qualification will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the Government and FEMA.
