- NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis with The Board of Trustees of the Galveston Wharves, dba. the Port of Galveston, 123 Rosenberg Ave., using the procedures in FAR Part 13 for port services while conducting a 2.5 month long project in the area. The ship's specifications are: •LOA: 208.6 ft (63.6 m) •Beam: 49.2 ft (15.0 m) •Draft: 19.4 ft (5.9 m) •Maximum height: 74.6 ft (22.7 m) •Gross Tonnage: 2479 T Due to the size of the vessel the Port of Galveston is the only facility in the area that can provide dockage to the NOAA Ship Pisces. Services to be included are agent fees, line handler fees, dockage/berth fees, and other standard port services. The period of performance shall be approximately April 28, 2017 through May 3, 2017. The North American Industry Classification Code (NAICS) for this acquisition is 488310, Port and Harbor Operations, with a business size standard $38.5 million. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 12:00 PM EST on April 13, 2016. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements. Capability statements and related materials must be e-mailed to Alexander Cooper at alexander.cooper@noaa.gov by 12:00 PM EST on April 13, 2016.
