- The Space and Naval Warfare Systems Center, Pacific (SSC Pacific) intends to issue Request for Proposal (RFP) No. N66001-17-R-0011 for Information Operations (IO) and Meteorology and Oceanography (METOC) Engineering Services and Software Development. Multiple awards are anticipated. Space and Naval Warfare (SPAWAR) Systems Center (SSC), Pacific, has a vision of being the Nation's pre-eminent Technical Leader for integrated Command, Control, Communications, Computers and Intelligence (C4I) needs of the Navy. The Navy's C4I systems are vital to the goal of achieving and maintaining Information Warfare. A key pillar of Information Warfare is Battlespace Awareness. SSC Pacific provides solutions for many systems that contribute to Battlespace Awareness, including IO and METOC. Battlespace awareness consists of three key environments: Information, Physical and Threat. The threat environment is addressed by Intelligence Surveillance and Reconnaissance (ISR) systems that are largely supported by systems operating at security levels outside the scope of this contract. The information environment is addressed by IO systems and the physical environment by METOC. Under this construct, SSC Pacific supports and assists with the planning, integration, maintenance, and operation of systems which enable future synergy and seamless integration of IO and METOC information across the Navy's C4I systems. Requirements within this Statement of Work (SOW) are follow-on efforts to task orders listed below. The contracts, task orders, and incumbent contractors are: 1. Forward Slope, Inc. SSC Pacific Contract No. N66001-10-D-0014 task order 0007 which expired April 2014 2. General Dynamics Information Technology (GDIT) SSC Pacific Contract No. N66001-12-D-0112 task order 0001 which expires May 2016 For this requirement, a market survey to determine small business capability was posted on SPAWAR E-Commerce Central on 23 October 2015, reference number MKTSVY- 110366. Based upon evaluation of the responses to the market survey, SSC Pacific intends to compete the full scope of the requirement on an unrestricted basis (i.e., a full and open competition) with a reserve for one or more small business concerns. The full scope of the requirement is described in the attached Draft SOW. Both large and small businesses can compete for the Unrestricted multiple award contract (MAC). This effort will be formally solicited and is anticipated to result in a MAC. SSC Pacific intends on awarding multiple Cost-Plus-Fixed-Fee (CPFF), Indefinite-Delivery, Indefinite- Quantity (IDIQ) contracts. The prospective contracts are expected to have a two-year base period with one three-year option period. Task orders will be issued for individual efforts. The estimated level of effort (LOE) for the total requirement is 610,715 hours. Each FTE is estimated to be 2,080 hours per year. The North American Industry Classification System (NAICS) code for this procurement is 541330 with a size standard of $38.5 million. The estimated value of the acquisition is $80 million. A Bidders Mailing List will not be established and hard copies of documents will not be provided. The solicitation will only be available electronically on the Space and Naval Warfare Systems Command E-Commerce Web Page at https://e commerce.spawar.navy.mil under SSC Pacific - Open Solicitations. Any amendments, when issued, will also be available only on this web site. Matters posted on the web site are not terms of the solicitation unless the solicitation is written or amended to include such matters. It is estimated that the solicitation will be released in January 2017. This Posting will no longer be updated. All information is moved to new Solicitation and Posting Number N66001-17-R-0011. All future updates and solicitation will be posted under the new FY17 number. UPDATE: 3/27/2017 This revision to the pre-solicitation synopsis provides the Draft Request for Proposals (RFP) N66001-17-R-0011. This revision also provides all Draft RFP Attachments. Questions requesting clarification to the solicitation must be submitted in writing via email only, and addressed to kayla.garcia@navy.mil. The deadline for submission of questions is Monday 3 April 2017 at 1400 Pacific Time. Questions submitted after the deadline may or may not be answered by the Government. At the Government's discretion, questions and answers will be provided to all potential offerors via the SPAWAR E-Commerce website.
