Requirement Description: USAFA Interactive Campus Tour This is a SOURCES SOUGHT (SS) and REQUST FOR INFORMATION (RFI) for the upcoming USAFA Creative Services acquisition. This SS/RFI is for information and planning purposes only and does not constitute a solicitation. DO NOT submit a quote or proposal in response to t his SS/RFI. The DRAFT PWS is listed below for your review. Information provided in response to this SS/RFI is strictly voluntary. There will be no compensation from the Government for the information provided. A formal solicitation may be executed at a future date. The planned North American Industry Classification System (NAICS) code is 519190 All Other Information Services. All potential offerors are reminded, in accordance with Federal Acquisition Regulations (FAR) 52.204-7, System for Award Management (SAM), lack of registration in the SAM will make an offeror ineligible for contract award. All businesses capable of providing the services identified in the PWS are invited to respond with the following information: a. Company name, address, Cage Code, DUNS Number, name of point of contact, telephone number and e-mail address; b. NAICS codes your company operates under. c. Small business status (service disabled veteran owned small business, HUB Zone, 8(a), minority business enterprise, etc.). d. A capabilities brief (no more than 5 pages). Interested parties may also provide the following information concerning the PWS: a. Are there any requirements that are vague and/or difficult to propose to? b. Please identify any significant cost drivers that the Government may not be anticipating? c. From time of award, what is the expected timeline to have the initial tour cability with base year requirements operational for use? d. What are the industry standard formats for the type of content being requested in the PWS? e. Are there any aspects of this requirement which are not consistent with current industry practices? f. For information on Small Business Administration programs, please contact the USAFA Director of Small Business, Bill Wolski at 719-333-4561. ----------------------------------------------------------------------------------- USAFA INTERACTIVE CAMPUS TOUR PERFORMANCE WORK STATEMENT (PWS) *DRAFT* 4 April 2017 UNITED STATES AIR FORCE ACADEMY 8110 Industrial Drive, Suite 200 United States Air Force Academy, CO 80840-2315 SCOPE: T he United States Air Force Academy (USAFA) requires a contractor hosted, web based, interactive, Virtual Reality (VR)/ 360-degree Spherical Photography (360), tour capability which includes the d esign/development and videography of v irtual tour & 360-degree vignettes and mobile and stationary kiosks to show the content. GENERAL: 1. Contractor personnel that required access to unclassified Government computers and operations systems (Automated Information Systems – AIS) shall be designated as AIS-I Sensitive Position. Contractor personnel must have a NACLC – Secret (National Agency Check with Law and Credit) background check. 2. The Contractor shall be required to participate in the Government’s in-house and web-based security training program under the terms of the contract. This includes annual AF/DoD security training and quarterly in-house security refresher training. Each training requirements requires approximately 1 hour to complete. The Government will provide the Contractor with access to Advance Distributed Learning Service (ADLS) web site. Contractor personnel shall complete Security Administration Course (formerly Information Protection), DoD IAA Cyber Awareness Challenge, and Force Protection computer base training at the ADLS or GOLEARN web site and other security related training as directed by assigned unit. 3. The Contractor shall comply with installation and organizational OPSEC requirements in accordance with AFI 10-701 and applicable supplements. They will also receive a local threat briefing. REQUIREMENTS: 1. Web-based Interactive Tour. The Contractor shall host and manage a web-based virtual tour capability that utilizes seamless integration of interactive virtual tours and 360 and videography to immerse users into USAFA campus life. The Contractor shall: 1.1. Develop and host a guided online tour/campus map of USAFA which allows an audience to explore the campus and view interactive content in multiple locations. 1.2. Ensure all content is accessible and optimized for personal computers, mobile devices (smartphones and tablets), and head-mounted displays. 1.3. Ensure content is viewable in multiple web browsers (i.e. Google Chrome, Microsoft Internet Explorer/Edge, Apple Safari, etc.) and video sharing platforms (i.e. YouTube, Facebook, DVIDs). 1.4. Perform up to two content updates per month with Government provided/approved content. 1.5. Maintain the web-based site to the industry standard 99% up time. 1.6. Coordinate with and obtain approval from the COR prior to site maintenance in order to meet suspense established in IAVAs, NTOs etc. 1.7. Notify the Government immediately if there is a degradation of services being provided and provided fix actions and updates until service is restored. 2. Content/Vignettes. The Contractor shall create, edit and submit for approval interactive, VR & 360 tour content. The Contractor shall: 2.1. Produce VR/360 campus tour vignettes for incorporation into the web-based interactive tour at 13 areas around campus. Final areas of coverage shall be suggested by contractor with final approval of USAFA/CM. Areas may include, but are not limited to: Cadet Gym, Chapel, Terrazzo, dorm and academic buildings (one to two rooms in each), airfield, football stadium, obstacle course, and Mitchell Hall. 2.2. Campus Tour Components: 2.2.1. 25 VR/360 vignettes, between 1 and 8 minutes in length. Subject matter of each vignette will be suggested by the contractor, with final approval by USAFA/CM. Subjects include but are not limited to: academic departments/majors, jumping with the Wings of Blue, soaring flight above campus, marching on the parade field, the USAFA band playing, running out of the football tunnel with the team, eating in Mitchell Hall with the cadets, and a time-lapsed day in the life of a cadet from morning until night. 2.2.2. 25 highlighted locations or embedded items (henceforth knows as hotspots) in the virtual tour that, when clicked, will launch a virtual person or call-out box and allow users to discover information, factoids, and digital content. Each Hotspot shall include written information to be ADA compliant (508). 2.2.3. The integration of up to 30 videos or photos already captured by USAFA/CM. Contractor shall suggest content location within the experience, with final approval by USAFA/CM. 2.2.4. 3 construction concepts which use Government provided renderings to depict the future state of selected projects. 2.3. In addition to being embedded in the virtual campus tour, each vignette will be produced and delivered separately in a VR/360 format(s) that can be accessed across a range of devices and easily integrated into existing distribution channels, to include but not limited to: websites, intranet, YouTube, Facebook, DVIDS, mobile apps, kiosks, and planetarium. 2.4. The Interactive Experience will be mobile and desktop compatible. As well as Platform Agnostic VR (VR) Integration across various VR headsets. The compatibility will be updated as needed when new technology emerges. 2.5. Provide all video and photography for review by USAFA information protection, and meet information security restrictions, prior to use. 2.6. Provide up to one visit every 12 months at a date and time mutually agreed upon by the parties in order to capture up to ten (10) additional panoramas on Client’s main location for inclusion in the virtual tour experience. 3. Mobile Kiosks. The Contractor shall provide tradeshow display kiosks and event marketing collateral and five (5) VR headsets/devices capable of displaying the interactive VR/360 content and vignettes created by the contractor. 4. Visitor Center. The Contractor shall provide a dedicated kiosk or viewing station capable of displaying the interactive VR/360 content and vignettes created by the contractor. 4.1. Provide analytics of site visitor traffic, breakdown of visitor demographics and conversion rates once a month for the duration of the contract. 4.2. All software and technology accreditation, licenses and certificates must be purchased by the contractor and completed prior to implementation. 4.3. Perform traffic monitoring, participant optimization, and technology updates. Technology platform that supports a full range of devices and is easily integrated into existing distribution channels; measure and providing of analytics; and account management.
